Book excerpt: The expiration in 1982 of the Protocol of Port-of-Spain reheated a border dispute between Venezuela and Guyana that had been frozen since 1970, Almost at once, Venezuelan ultranationalists asserted the need to recover by force the Essequibo region of Guyana--two-thirds of that country--which Venezuela had long claimed. While rejecting force as a solution, the Venezuelan government has indicated that the Protocol will not be renewed, thus pushing the economically and politically vulnerable Guyana toward new and uncertain negotiations. This book describes the actors and their stake in the conflict, the capacity of each to develop the disputed region, and the implications of the Venezuelan claim for both sides. It was witness to some of the most important events of the civil rights movement and the Troubles. Derry City examines Catholic Derry from the turn of the twentieth century to the end of the 1960s and the start of the Troubles. Plotting the relationships between community memory and historic change, Margo Shea provides a rich and nuanced account of the cultural, political, and social history of Derry using archival research, oral histories, landscape analysis, and public discourse. Looking through the lens of the memories Catholics cultivated and nurtured as well as those they contested, she illuminates Derry’s Catholics’ understandings of themselves and their Irish cultural and political identities through the decades that saw Home Rule, Partition, and four significant political redistricting schemes designed to maintain unionist political majorities in the largely Catholic and nationalist city. Shea weaves local history sources, community folklore, and political discourse together to demonstrate how people maintain their agency in the midst of political and cultural conflict. As a result, the book invites a reconsideration of the genesis of the Troubles and reframes discussions of the “problem” of Irish memory. From 1961 to 1974, Portugal, Rhodesia and South Africa collaborated in the attempt to preserve white minority rule in their respective territories. Hard-pressed by African nationalists, recently decolonized states, and many of the world’s Great Powers, they supported each other economically, politically and militarily, turning southern Africa into a major diplomatic concern which defied Cold War logic. This book examines how this collaboration came about and how the international community responded to it, paying close attention to the evolving situation in each country. The Portuguese Revolution of April 1974 undid this ‘white redoubt’, and the diplomatic policy subsequently adopted by apartheid South Africa – détente – led it to sacrifice Rhodesia in return for the illusion of permanent safety. A true work of transnational history, this book is based on the archival material of eight different countries, yet it serves as well as an introduction to the politics of southern Africa during the late colonial era.
