Once the fastest growing city in Canada, by 1920 Winnipeg was losing its dominant position in western Canada. As the decade began, Winnipeggers were reeling from the chaos of the Great War and the influenza pandemic. But it was the divisions exposed by the 1919 Winnipeg General Strike which left the deepest marks. As Winnipeg wrestled with its changing fortunes, its citizens looked for new ways to imagine the city’s future and identity. Beginning with the opening of the magnificent new provincial legislature building in 1920, A Diminished Roar guides readers through this decade of political and social turmoil. At City Hall, two very different politicians dominated the scene. Winnipeg’s first Labour mayor, S.J. Farmer, pushed for more public services. His rival, Ralph Webb, would act as the city’s chief “booster” as mayor, encouraging U.S. tourists with the promise of “snowballs and highballs.” Meanwhile, promoters tried to rekindle the city’s spirits with plans for new public projects, such as a grand boulevard through the middle of the city, a new amusement park, and the start of professional horse racing. In the midst of the Jazz Age, Winnipeg’s teenagers grappled with “problems of the heart,” and social groups like the Gyro Club organized masked balls for the city’s elite.

Book excerpt: URBAN WATER INFRASTRUCTURE NATO ADVANCED RESEARCH WORKSHOP SUMMARY 22-27 JUNE 1989 KYLE E SCHILLING P E Workshop Director The Workshop was based on the recognition that all NATO countries are concerned with similar water infrastructure issues. Present problems are aggravated by aging and neglected facilities, by inadequate financing and by water management institutions reflecting the needs of an earlier era. Service needs to be provided for expanding populations, at the same time that corrective measures must be taken for decaying older urban centers, resulting both from neglect and expiring service life. These needs exist within the framewode of other competing and conflicting uses for existing and yet to be developed water sources. The problems have generated some highly visible national debates over financing due to the large sums involved. Despite differences in the age of the North American, European and other societies, the technological ages of water supply and storm water systems are much the same and provide a common denominator in the worldwide trend to urbanization. Examination of approaches to urban water management also indicates that they are generally based on past experience and institutions created in a non-urban era. The physical, financial and institutional alternatives are consequently often out-of-step with current urban environment. Historically, the supply of adequate water and efficient storm water management have also been top priority items with water quality and other aspects of environmental protection assuming a lower priority after basic supply needs have been met.

Book excerpt: The expanding use of decentralized wastewater management has resulted in an increased interest in small-scale wetland treatment systems. However, there is limited information available on the use, distribution of and performance of these small-scale systems. The purpose of this study was to address this knowledge gap by developing criteria for the feasibility, design, operation, and maintenance of small-scale wetland treatment systems. Monitoring data from the assembled small-scale wetland database was used to develop sizing criteria for FWS and VSB wetlands. Loading rates and corresponding effluent quality were developed for BOD, TSS, TKN, phosphorus, and fecal coliform bacteria. Where there was adequate data, the variation in monthly vs. annual average effluent concentration was assessed to provide a factor-of-safety approach to wetland sizing. Information on internal processes, hydraulic design, operation, maintenance, cost, and industrial applications of constructed wetlands is also presented in this report.
