Book excerpt: This report presents selected papers from the proceedings of the World Bank conference "Making the Transition Work for Women in Europe and Central Asia, " held on June 7-8, 1999 in Washington D.C. The papers cover law, employment, pension reforms, reproductive health, and violence. These conference papers reinforce the findings of the UNICEF (United Nations Children's Fund) report but also provide insight into the unique conditions prevailing in individual countries. A consensus emerged during the proceedings that the transition is taking place without the input of women, whos are consequently suffering from the change. Cumulatively, they paint a picture that reveals a number of trends: a) Despite their cultural and historical differences, the countries of the region are facing similar problems as a result of the transition they are each going through. It is unclear if this is because of the collapse of the common socialist system that they are shared, because of their use of the same market economy model, or both. b) In all countries, women are facing new barriers to entry into the labor market. They are also facing widespread sexual harassment and violence. c) In all countries, a revival of traditional gender roles has taken place, affecting women in all spheres of life but especially in their participation in politics.

It is broadly held that Muslim women were silent and relegated to a purely private space until 1945, when the communist state “unveiled” and “liberated” them from the top down. Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.
