Rather than legitimizing such fears, politicians and policy-makers must dispel them by leading the EU and its members to adopt these measures. Enlargement also offers the EU a window of opportunity to accelerate unavoidable reforms of structural policies, agricultural policies and their financing. These are the premises of this new CEPR Policy Paper. It places particular emphasis on its socio-economic and socio-political determinants which accompany the problem of existing and ever-widening differences in the level of regional development in various parts of Europe. In order to diagnose the scale of those differences and to indicate the main forces behind the divergence of development, the authors propose an original systematisation of regional development factors, drawing attention to the need to consider them within the framework of present-day socio-economic megatrends. The proposed approach to the development factors is also used for the author's operationalisation of the concept of territorial capital, which is at the centre of regional place-based policy. The wide spatial aspect of the analysis (national and local) and its extensive temporal scope (2004-2019) yields unique results and creates an important element of added value for this book, which shows the regularities of the process of regional development in Europe at three spatial levels - pan-European, national and intra-regional. Furthermore, it indicates the challenges faced by regionalists who attempt to carry out research on different territorial levels with a diverse number of units (205 EU regions, 16 Polish voivodeships, 2,478 Polish local units) and extended observation periods (2004-2017). The solutions proposed by the authors, who show the potential of overcoming the barriers resulting from limited access to complete and comparable statistical data series, should be inspiring for many researchers. The unique results of direct research carried out on a large sample of respondents and entrepreneurs via diverse field research techniques constitute a valuable source of information on local conditions that impact contemporary development processes in less developed regions. Their value is even greater because they were carried out in a unique laboratory created by the authors for testing the regularity of formation and impact of socio-economic development factors in various locally determined conditions of this process. It consists of purposefully selected test units (LAU2). Located in a less developed region, they represent all growth types and functional test units identified in the course of the research. Consequently, the results obtained may be generalised and applied to other areas showing similar features of territorial capital. The monograph is addressed primarily to a wide group of regionalists connected with economic and social sciences as well as to practitioners involved in the implementation of development policies at various levels.

However, things have gone much more slowly than possibly imagined, although if taken in an adequate historic perspective, it is undeniable that the agreements that have led to European Monetary Union signify a really formidable jump in the process of political and economic integration in Europe. This is something many doubted would ever happen, but which is already a reality, although still in need of a period of consolidation. The most general economic consequences of the EMU have already been analysed in considerable depth. Proof of this is the literature already available. In general, there is coincidence in affirming that the balance of the results expected is clearly positive. Firstly, as a result of the anticipated gains in efficiency, a consequence of reduction of transaction costs associated to the previous existence of different currencies and of the elimination of exchange rate uncertainties.

Therefore the European Union had to adapt to the new strategical situation by application of elements which are part of the traditional imperial order, like semi-permeable border regions, commonly accepted currency and lines of communication and a graduation from a center of power to client- and satellite-states. By chance, this was just the area in which the recent rounds of EU enlargement gathered new member states. On that score Jan Zielonka’s book Europe as Empire can be seen as a contribution to a debate whether the process or current status of the European integration and enlargement has elements of imperical order or should have them. Zielonka, Professor of European Politics and Ralf Dahrendorf Fellow of the St Antony's College at Oxford University since 2004, promotes the hypothesis of Europe being an empire of a, as he calls it, neo-medieval paradigm exactly because of the characteristics of the admission of the post-socialist states to the European Union which is now an entity of twenty-seven nations of very different levels of political and economic significance. This, so the Zielonkas’s argument goes, enlarged Union is more diversified and therefore will likely become a sphere of a blurred European identity and multilevel and multicentred governance without a centre of power or institutionalized hierarchy, something which Zielonka sees as remote resemblance of a medieval empire like the Holy Roman Empire of the German Nation which in fact was neither holy, nor roman or empire, but at least overarched the medieval German rag rug of duchies, electorates and kingdoms.
