Excerpt: ...the facts, and it can be easily imagined that great dissatisfaction would be engendered, and our discipline suffer in ' consequence. No logic can convince a man that justice requires him to serve-fifteen years here for passing fifteen dollars in bad money, when his neighbor serves but four for passing eighty, everything else being equal. Scarcely a week passes that I am not appealed to in regard to such cases. It is in vain for me to say that I am not responsible for it. Many of these men are friendless, and naturally look to me for advice and assistance." Dr. Campbell, of Pensnylvania (western penitentiary), remarks: "To the ofiicers of the prison, who are unacquainted with the commission of the particular crimes, the length of the sentences seems very unequal. ' For example: " It is not long since that a prisoner was discharged after serving his full sentence of one year for horse-stealing; while to-day (Sept. 12th), three men were brought in under sentence of five years each for the same offence." The average length of sentences in difl'erent state prisons varies considerably; the shortest average_ being in Wiscon'sin, where it is about two years, and the longest in Vermont, where it is nearly or quite seven years. In Massachusetts, the average duration of imprisonment approaches six years; in New York and Ohio, it does not vary much from three and a half years. The testimony of the oflicers of our American state prisons--_so far as we have any expression of opinion from them at all--is unanimous to the effect, that an imprisonment of ten years and upwards breaks down, physically and mentally, the greater part of those who are subjected to it.
