One of the most important co-operative organisations in the European Northeast, i. e. The Council of the Baltic Sea States, was launched in 1992. The Barents Euro Arctic Council was established in 1993. An avalanche of co-operative and cross-border initiatives has since hit this part of Europe with all kinds of actors participating - states, regional and municipal authorities, univer sities, national organisations, businesses and private interests. Even international organisations and actors from outside the immediate NEBI area have taken a special interest in this dynamic part of the world. Among the most important is the European Union, whose Finnish-inspired Northern Dimension initiative has become a permanent fixture. As many of the chapters in NEBI 2003 testifY, integration in the NEB I area - across old political and ideological borders and cultural and socio-economic divides that are among the most pronounced anywhere in the world - has on the whole been a great success.

Book excerpt: In 2007, ministers responsible for the implementation of the Bologna Process submitted national action plans for improving the recognition of qualifications, which is one of the priorities of this process. While the international legal framework for recognition is largely in place, there is still much to be done to improve the framework's implementation. The authors analyse the national action plans, demonstrating that there is great variety in practice among European countries. While some national action plans, provide a clear agenda for further improvement, others merely describe the current state of affairs, offering little indication for further action. This book will be of interest to policy makers and practitioners, and it is hoped that the analysis it provides will encourage further discussion and, above all, improved practice.

Real GDP expanded by 3.9 percent in the first quarter of 2017 after rising by 2.3 percent in 2016. Strong private consumption, on the back of robust wage growth and low inflation that supported purchasing power, has long been a main driver of growth. Building on recent momentum, economic growth should be strong in 2017, rising to 3.2 percent. Improving external conditions and a turnaround in European funds absorption, as well as high capacity utilization, should spur exports and investment.
