It assessed whether they had been incorporated in selected EU spending programmes, and whether the Commission applied an appropriate performance framework to measure the EU budget's contribution for such priorities.

Book excerpt: The Annual Management and Performance Report for the EU Budget - Financial year 2021, together with its annexes, is the Commission's main contribution to the annual discharge procedure by which the European Parliament and the Council of the European Union scrutinise the implementation of the EU budget. It fulfils the Commission's obligations under the Treaty on the Functioning of the European Union and the financial regulation. Implementing the EU budget is a shared responsibility. The Commission works hand in hand with the Member States and with other partners and organisations. The report is composed of three volumes, as described below. Volume I provides the key facts and achievements in relation to budgetary management for 2021. Volume II presents a more comprehensive picture of the implementation of the EU budget. Annex 1 provides an overview of the performance of the EU budget in 2021. Annex 2 provides a high-level overview of internal control and financial management. Annex 3 covers the performance and compliance aspects of the Recovery and Resilience Facility. Volume III contains technical annexes supporting the report. It includes Annex 4, with detailed programme-by-programme performance information in the 'Programme performance overview'. This report is part of the broader integrated financial and accountability reporting package, which also includes the consolidated annual accounts, a long-term forecast of future inflows and outflows covering the next 5 years, the report on internal audits and the report on the follow-up to the discharge.

Book excerpt: Over the past decade European economic integration has seen considerable institutional success, but the economic performance of the EU has been varied. While macroeconomic stability has improved and an emphasis on cohesion preserved, the EU economic system has not delivered satisfactory growth performance. This book is the report of a high-level group commissioned by the President of the European Commission to review the EU economic system and propose a blueprint for an economic system capable of delivering faster growth along with stability and cohesion. It assesses the EU s economic performance, examines the challenges facing the EU in the coming years, and presents a series of recommendations. The report views Europe's unsatisfactory growth performance during the last decades as a symptom of its failure to transform into an innovation-based economy. It has now become clear that the context in which economic policies have been developed has changed fundamentally over the past thirty years. A system built around the assimilation of existing technologies, mass production generating economics of scale, and an industrial structure dominated by large firms with stable markets and long term employment patterns no longer delivers in the world of today, characterized by economic globalization and strong external competition. What is needed now is more opportunity for new entrants, greater mobility of employees within and across firms, more retraining, greater reliance on market financing, and higher investment in both R&D and higher education. This requires a massive and urgent change in economic policies in Europe.

Book excerpt: In 2015, the European Commission launched an initiative entitled 'The EU budget focused on results'. It is aimed at changing spending culture and making results a horizontal priority for the EU budget. The initiative is based on a popular contemporary budgeting method known as 'performance budgeting'. This paper presents the method and its application to the EU budget. It explains why, although not easy to implement, performance budgeting is seen as an attractive way to increase value for money and enhance the transparency and democratic accountability of public finances. The paper also analyses how the performance budgeting approach has evolved within the EU budgetary system and what challenges and obstacles to its implementation remain. The commitment of the European Commission to the principles of performance budgeting, as well as the broad support for the idea expressed by the European Parliament and the Council, give grounds to believe that these efforts will continue in the post-2020 Multiannual Financial Framework.
