Two years of experience on orders for foreign governments have taught our American manufacturers that the making of materials of modem warfare is a new art. It is an art with which we have had little or no previous experience and in which our workmen are unskilled. In England, a little over two years ago there were not more than three government arsenals. Today more than four thousand of England's leading industrial plants are being operated as government factories for the production of war materials, and many other thousands of factories still under private control are concentrating their energies in the same direction. The teaching of the munition-making art to these thousands of manufacturers and to millions of industrial workers, both men and women, has called for a work in industrial organization and education such as the world has never before seen. In France, in Germany, in Italy, in Japan, and even in Russia, this same education and organization of the industrial forces is going forward. We have here in the United States vast resources in manufacturing and producing equipment, but they are unorganized and uneducated for the national service. Our observations of the European war have taught us that it is upon organized industry that we must base any and every plan of military defence, and that in the event of trouble with any one of the several first-class powers, between eighty and ninety percent, of our industrial activity would, of necessity, be centered upon the making of supplies for the government. Book excerpt: Excerpt from Gun Making: In the United States As a preface to that which follows, it is proper to state that the conclusions and opinions expressed, except when otherwise stated, represent the opinions of the writer and have no official sanction. The subject - matter aims to be a history of the progress of gun making and gun trials in the United States, especially with reference to the part taken therein by the War Department, in the past fifteen years or from the date of the Heavy Gun Board of 1872; and prior to that of such matters as appear to have a bearing on current questions of gun construction. The prominent part taken by the Navy Depart ment in being the pioneer of built-up forged steel guns - thanks to its energetic efforts backed up by liberal and progressive Naval Com mittees of Congress - deserves the fullest recognition, and if a com paratively brief mention is made of the operations of that Depart ment in general it will be understood as due to the force of circum stances which render even a somewhat detailed account of matters with which the writer is most familiar a matter requiring all the time and attention at his disposal. The data given have been collected from official reports or otherwise, with every regard for correctness. The chronological order adopted for this description of events has led to a much more extended treatise than was at first intended and perhaps also to repetitions which may appear unnecessary but this order having an advantage in respect to the time necessary to devote to the preparation of the paper has been adhered to. Major Hatcher was a very experienced US Army ordnance officer and a rifle shooter of some distinction. He had also served in a variety of assignments that involved the design, manufacturing and testing of ammunition and firearms. This book by Hatcher received excellent reviews and was quickly adopted by many firearms examiners throughout the United States. Hatcher is also credited with several technical books and articles relating to military firearms, ballistics, and auto loading weapons. His premier works are "Hatcher's Notebook" and "Book of the Garand," along with "Pistols and Revolvers and Their Uses" and "Textbook of Pistols and Revolvers." In the latter work he introduced the Hatcher Scale, probably the first attempt to determine the stopping power of a handgun round by a formula. He was also a pioneer in the forensic identification of firearms and their ammunition. Hatcher retired from the United States Army as a Major General. Afterward, he served as Technical Editor of the National Rifle Association's "American Rifleman" magazine.

The immmiate necessity arrived before this plan could be carried out, but as the Springfield still remains the standard arm of the United States Army, the work remains of value for the future. The methods shown are those in use during the fall of 1916, some of these being since modified in accordance with manufacturing require ments. It is believed that this is the first instance of such an amount of detailed information being gathered into such a small compass where it is so readily available for use. The perspective drawings of oper ations are all from photographs, over 1000 being taken for this purpose. Credit for the plan of securing the material in this form belongs to John H.
