Book excerpt: The EU-funded project aimed to strengthen institutions and capacities for strategic decision-making, planning, regulation, quality control and management in the food and agriculture sectors, including livestock. The evaluation found that the project was well aligned with the needs and priorities of national stakeholders, with FAO’s strategic objectives and with community beneficiaries. Several strategies, assessments and policy papers were developed, pilot initiatives were started, the Ministry of Agriculture was sensitized to reform processes and its changing role in the context of a market economy. Furthermore, capacities for delivering animal health services have improved considerably and are used. The project managed to navigate across institutional changes, although it suffered from delays that impeded the complete implementation of the pilot initiatives on agrarian reform.Acknowledging FAO’s comparative advantage in assisting the initiation of agrarian reform, the evaluation makes a number of recommendations for a successful policy reform, which include continuing to work closely with all involved ministries and stakeholders at all levels, to guide and steer the process from the start through endorsement; alongside a systematic approach to capacity building and training for involved ministries.

Book excerpt: Achieving gender equality remains a significant challenge, that has only deepened with the on-set of the COVID-19 pandemic. Gender budgeting (GB) can help promote gender equality by applying a gender perspective to fiscal policies and the budget process. This paper takes stock of GB practices in G20 countries and benchmarks country performance using a GB index and data gathered from an IMF survey. All G20 countries have enacted gender focused fiscal policies but the public financial management (PFM) tools to operationalize these policies are far less established. We find that notwithstanding heterogeneity across countries, the average G20 level of GB practice is relatively low. More progress has been made establishing GB frameworks and budget preparation tools than with budget execution, monitoring and auditing. Too few countries assess the upfront impact of policies on gender and/or evaluate ex-post the effectiveness of policies and programs. Where GB features are in place, they tend to operate as an ‘add-on’, rather than a strategic and integral part of resource allocation decisions. Progress with GB does not appear to be dependent on the level of country development. Key to future efforts will be harnessing opportunities for integrating GB tools into existing PFM systems and more closely linking GB initiatives with PFM reforms.

Book excerpt: Cambodia is among the Least Developed Countries that continue to struggle with serious environmental issues, among which are climate change, water resources and land degradation. The project, implemented from 2014 to 2020, contributed to build the adaptive capacity of rural communities and reduce their vulnerability to climate change through micro-watershed management and climate resilient agriculture practices through interventions at national, sub-national and community levels. It was designed to address barriers at all levels (local to national) stemming from lack of awareness, knowledge, understanding and capacity concerning climate change adaptation and the absence of alternative livelihoods, particularly affecting rural women. The evaluation found that the project activities made some important steps in contributing to reducing vulnerability and increasing resilience for climate change adaptation in the pilot communes. While the project managed to implement many of the outputs, a number of issues and delays limited the effectiveness on-the-ground of this innovative yet ambitious project.

It pursues this aim by advancing knowledge about business relations affecting workplace gender diversity. The research builds on Bourdieu’s field approach and implements a Thematic Analysis following Braun and Clarke’s (2006) guidelines. The findings of the book are based on data collected from unstructured interviews and secondary sources such as the official documents of national and international organizations, newspapers, legislation, and web pages of the related parties. The findings suggest that the implementation of gender diversity practices may require a transformation of perspective and the conditions regarding the political, economic, and cultural realm for realization of a pervasive movement. Due to the conservative and patriarchal culture, authoritarian rule and neoliberal policies, gender diversity and inclusion are not seen as issues that should be resolved through the commitment and collaboration of a field. Consequently, diversity management practices are instrumentalized by the business community as a means for corporate communication and image building rather than actively building a diverse workforce.
