Book excerpt: From the first planning meeting in December 1997, to the first grant awards made in 2001, the educational programs and training activities of the Educational Partnership Program at the National Oceanic and Atmospheric Administration (NOAA) have inspired and challenged many people to employ new and better ways to train and develop next generation scientists for the nation. Since its inception, the Educational Partnership Program has supported 1,046 undergraduate, graduate, and PhD students in NOAA mission-critical areas of study. Significantly, 71% of these students were from underrepresented communities. This report highlights the accomplishments of all components of the Educational Partnership Program. Book excerpt: This guidebook provides practical information for developing educational partnerships, which is based on the experiences of 30 different partnerships in the Office of Educational Research and Improvement's (OERI) Educational Partnership Program. Conclusions about the process of developing a partnership are offered. First, partnerships should be developed if there is a shared concern about a real problem that can be best addressed by organizations from different sectors working together. Second, beginning a successful partnership requires communication among participants about the nature of the concerns, the feasibility of a partnership to address those concerns, organization, roles and responsibilities, and the content and focus of activities. Third, successful partnerships require leadership to build commitment and gather resources, use evaluation and strategic and adaptive planning, and acknowledge and confront problems. Finally, there is no single way to ensure successful partnership development. However, successful partnerships exhibit open information sharing at every point. Specific sections address the following questions: What are the steps to developing a successful educational partnership? How does a successful partnership begin? How do successful partnerships begin implementation? What is the role of evaluation and planning?; what happens when things go wrong? and Will the effort be worthwhile? The United States educational system has been caught in a highly unproductive trap because education has been delegated to a government agency and allowed to be managed through a bureaucratic chain of command. Political accountability, labyrinthine organization, and professionalization have all combined to disempower the key actors: teachers, students, parents, and other community members. The author proposes a partnership model, in which education is the shared responsibility of families, of students themselves, and of other elements of the community. Although schools and school systems would remain, all roles and functions would be redefined to give priority to the interactions and motivations essential to teaching and learning. In three major sections, the book (1) criticizes the present model; (2) proposes the partnership model; and (3) applies this model to such issues as equal opportunity, community control, vouchers, school size, busing, bilingual education, minimum competency testing, sex education, and censorship.
