Samoa and the Commonwealth of the N. Mariana Islands (CNMI) until they equal the U.S. minimum wage. Amer. Samoa¿s minimum wage increased by 50¢ three times, and the CNMI¿s four times before legislation delayed the increases, providing for no increase in Amer. Samoa in 2010 or 2011 and none in the CNMI in 2011. Recent economic declines in both areas reflect the closure of one of two canneries in Amer. Samoa and the departure of the garment industry in the CNMI. This report describes, since the increases began: (1) employment and earnings; and (2) the status of key industries. Charts and tables. The focus lies on the influence of the American era on the linguistic outcomes in Saipan. Sociolinguistic interviews with indigenous Chamorros and Saipan Carolinians were analyzed using qualitative and quantitative methods. A general overview of the English spoken in Saipan and detailed analyses of selected morphosyntactic features are presented. The English spoken by the local people presents an interesting transitional phase of English becoming a first language with unique local ‘island’ features. Results shed light on linguistic constraints globally and on social constraints in Saipan that motivate language variation and change locally. This volume contributes to the literature of language variation and change, lesser-known varieties of English, and the description and categorization of emerging English varieties within the canon of World Englishes.

Book excerpt: The fishing industry benefits the people and economies of the Pacific in various ways but the full value of these benefits is not reflected in the region's statistics. Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Book excerpt: This paper attempts to collect documented evidence to examine the relationship between the food supply, dietary patterns and obesity in Pacific countries. It draws on dietary studies and reviews undertaken over the last 80 years and documented accounts of diets since evidence or food crop consumption in the Pacific was established over 28 000 years ago. Section 1 gives a short account of obesity, emphasizing that it is a growing epidemic that has affected urban communities. Section 2 discusses and defines a healthy diet for a population. In section 3, a view of food consumption patterns is given from Pacific pre-civilization and pre-European contact times to show the conservative and homogeneous nature of Pacific communities. Pacific dietary studies are reviewed in section 4, with emphasis on the contributions of micronutrients to energy. The section starts with individual country data, listing countries alphabetically. The food supply is then examined and analyzed, with data from FAO Food Balance Sheets from seven Pacific countries. This section ends with a short account of food dependence. Conclusions are then given in section 5. There is a large reference list, and food supply data are provided in the Annexes.
