Book excerpt: In May 2008, the United States enacted the Consolidated Natural Resources Act (CNRA), amending the United States' Covenant with the Commonwealth of the Northern Mariana Islands (CNMI) to establish federal control of CNMI immigration in 2009, with several CNMI-specific provisions affecting foreign workers and investors during a transition. CNRA required this report on implementation of federal immigration law in the CNMI. The report describes the steps federal agencies have taken to: (1) secure the border in the CNMI; and (2) implement CNRA with regard to workers, visitors, and investors. The report reviewed federal laws, regulations, and agency documents; met with U.S. and CNMI officials; and observed federal operations in the CNMI.

Samoa in 2010 or 2011 and none in the CNMI in 2011. Recent economic declines in both areas reflect the closure of one of two canneries in Amer. Samoa and the departure of the garment industry in the CNMI. This report describes, since the increases began: (1) employment and earnings; and (2) the status of key industries. Charts and tables. The focus lies on the influence of the American era on the linguistic outcomes in Saipan. Sociolinguistic interviews with indigenous Chamorros and Saipan Carolinians were analyzed using qualitative and quantitative methods. A general overview of the English spoken in Saipan and detailed analyses of selected morphosyntactic features are presented. The English spoken by the local people presents an interesting transitional phase of English becoming a first language with unique local ‘island’ features. Results shed light on linguistic constraints globally and on social constraints in Saipan that motivate language variation and change locally. This volume contributes to the literature of language variation and change, lesser-known varieties of English, and the description and categorization of emerging English varieties within the canon of World Englishes.

Book excerpt: The fishing industry benefits the people and economies of the Pacific in various ways but the full value of these benefits is not reflected in the region's statistics. Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Both conditions reduce productivity and thus have a direct impact on economies. Both conditions are also typically chronic and often require lifelong treatment, which burdens households and governments. This book (i) summarizes the knowledge on overweight and obesity in the region; (ii) presents the main determinants of overweight and obesity across countries; (iii) evaluates the economic costs of overweight and obesity, including the negative impact on productivity and higher probability of premature death; and (iv) recommends ways to lower the incidence of overweight based on market and nonmarket-based instruments.
