By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.

Book excerpt: In the High Atlas Mountains of Morocco, far from the hustle and noise of urban centers, lies a village made of mud and rock, barely discernible from the surrounding landscape. Yet a closer look reveals a carefully planned community of homes nestled above the trees, where rock slides are least frequent, and steep terraces of barley fields situated just above spring flood level. The Berber-speaking Muslims who live and farm on these precipitous mountainsides work together at the arduous task of irrigating the fields during the dry season, continuing a long tradition of managing land, labor, and other essential resources collectively. In Moroccan Households in the World Economy, David Crawford provides a detailed study of the rhythms of highland Berber life, from the daily routines of making a living in such a demanding environment to the relationships between individuals, the community, and the national economy. Demonstrating a remarkably complete understanding of every household and person in the village, Crawford traces the intricacies of cooperation between households over time. Employing a calculus known as "arranging the bones," villagers attempt to balance inequality over the long term by accounting for fluctuations in the needs and capacities of each person, household, and family at different stages in its history. Tradition dictates that children "owe" labor to their parents and grandparents as long as they live, and fathers decide when and where the children in their household work. Some may be asked to work for distant religious lodges or urban relatives they haven't met because of a promise made by long-dead ancestors. Others must migrate to cities to work as wage laborers and send their earnings home to support their rural households. While men and women leave their community to work, Morocco and the wider world come to the village in the form of administrators, development agents, and those representing commercial interests, all with their own agendas and senses of time. Integrating a classic village-level study that nevertheless engages with the realities of contemporary migration, Crawford succinctly summarizes common perceptions and misperceptions about the community while providing a salient critique of the global expansion of capital. In this beautifully observed ethnography, Crawford challenges assumptions about how Western economic processes transfer to other contexts and pulls the reader into an exotic world of smoke-filled kitchens, dirt-floored rooms, and communal rooftop meals -- a world every bit as fascinating as it is instructive.

Book excerpt: The report provides detailed information on the geographical distribution of poverty and vulnerability throughout the country - i.e. regions, provinces and communes. The information presented is essential to understand poverty at the local level, and to address it with appropriate sectoral or cross-sectoral strategies. Further, when local poverty rates are analyzed alongside public expenditure data, an initial assessment for targeting performance of government social programs in rural and urban areas, is possible. The analysis finds that social programs generally are well targeted to the poor zones in rural areas, but not so in urban areas. The report also discusses the importance of identifying the distributional impacts of growth enhancing reforms, so that social protection policies for the poor and vulnerable can be designed to accompany the implementation of the reforms. The report examines in depth one important policy issue - de-protection of cereals -- and sheds light on the household impact of de-protection, with particular focus on the poor and vulnerable. By identifying which specific income groups and in which regions will be mostly hurt by the reforms in the short term, it will be possible to design appropriate social protection for vulnerable groups, and thereby support the agricultural reform process.

The past few years have seen some significant changes, yet the kingdom has remained stable, even amidst the broader regional turmoil. After 2.7% growth in 2012, economic activity in Morocco ramped up in 2013, increasing by 4.4% as GDP hit Dh864.6bn (€76.8bn), driven in large part by the agricultural sector. The kingdom faces exogenous challenges – such as low external demand and high commodity prices – as well as domestic complications including a fiscal deficit and unemployment, but following the government reshuffle in mid-2013, the prospects look far more positive. With the 2014 budget setting a more dynamic tone as the government takes steps to redress key fiscal imbalances, there are strong indicators pointing to the economy’s ability to continue to grow.
