Book excerpt: This Open Access book analyses the past, present and future of the technical university as a single faculty independent institution. The point of departure is a view of changing academic realities, through which the identity as a technical university is challenged and reconstituted. More specifically, the book connects the development of technical universities to changes in the structure and dimensioning of national higher education systems, to changes in the disciplinary basis of academic research and to changes in the governance of higher education institutions. Introduced in the age of industrialization, polytechnical schools rose to prominence in many national settings during the second half of the 19th century. Over time, new technologies have been developed and incorporated into the repertoire, and waves of academisation have swept over the former polytechnics, transforming them into technical universities. Their traditions and brands, however, prevail. Several technical universities are included among the most prestigious academic institutions of their nations and the training of engineers and engineering research still enjoys a high level of prestige and national priority, e.g. in the context of innovation and industrial policy. But the world keeps changing, and the higher education sector with it. Will technical universities have an equally attractive position within university systems in the decades to come? .--

Papers were solicited from leading scholars on both sides of the Atlantic and assigned to four related categories. Two papers, "Historical Interaction between Higher Education in Germany and in the United States" by Dietrich Goldschmidt, and "Crossing the Boundary: German Refugee Scholars and the American Academic Tradition" by Karen J. Greenberg, explore the historical interaction between higher education in Germany and the United States over the past two centuries. Two papers highlight personal policy experience in trans-Atlantic cooperation and exchange. They are: "The Need for Trans-Atlantic Cooperation and Exchange of Concepts" by Elaine El-Khawas and "The Changing Framework of Trans-Atlantic University Interaction" by David C. Knapp. The research paradigm in both countries is explored in "The Impact of United States Higher Education on German Higher Education Reform and Innovation Debates" by Claudius Gellert. Henry Wasser, in "Comparing German and American Higher Education: Some Examples," compares German Fachhochschulen and American Community Colleges. A final group centers on study abroad programs: "Study Abroad: Students' Perceptions and Experiences" by Ulrich Teichler and "Student Exchange--A Case Study" by Barbara B. Burn. Book excerpt: This book takes a critical and historical perspective in parsing the current state of play for refugee and immigrant students in Germany, addressing federal, state, and institutional innovations as well as gaps in service. Drawing from de/post/anticolonial theory, it considers the levels of support for diverse groups including migrants, refugees, and racialized Germans, investigating why a comparatively well-resourced higher education system has, to date, selectively invested in the support of some marginalized groups. It calls for the reconsideration of policy and programmatic support, drawing from emerging best practice across states and higher education institutions (HEIs). Using historical analysis, federal and state level policy documents, institutional equal opportunity plans and student-facing websites, reporting, and first-person-accounts of marginalized students both prospective and enrolled, this critically oriented work interrogates how and why the world’s fourth largest economy – and its primarily public higher education system – have failed to engage systemic change with an eye towards addressing mechanisms of exclusion including racialization and xenophobia. It concludes with a consideration of possible policy interventions supporting these minoritized student groups who are essential not only to German learning and economy, but also to the rebuilding of conflict states. This volume will appeal to researchers, scholars, and practitioners working across comparative and international higher education, crisis education, and education in emergencies, as well as diversity specialists.
