Book excerpt: Paris is famous for romance. Chicago, the blues. Buenos Aires, the tango. And Toronto? Well, Canada’s largest urban centre is known for being a “city that works” – a remarkably livable metropolis for its size. In this lavishly illustrated book, Richard White reveals how urban planning contributed to Toronto becoming a functional, world-class city. Focusing on the period from 1940 to 1980, he examines how planners shaped the city and its development amid a maelstrom of local and international obstacles and influences. Based on meticulous research of Toronto’s postwar plans and supplemented by dozens of interviews, Planning Toronto provides a comprehensive and lively explanation of how Toronto’s postwar plans – city, metropolitan, and regional – came to be, who devised them, and what impact they had. When it comes to the history of urban planning, the question may not be whether a particular plan was good or bad but whether in the end it made a difference. As White demonstrates, in Toronto’s case planning did matter – just not always as expected.

Book excerpt: From the Introduction: Consider these two places: Walking into Green Acres, you immediately sense that you have entered an oasis-traffic noise left behind, negative urban distractions out of sight, children playing and running on the grass, adults puttering on plant-filled balconies. Signs of life and care for the environment abound. Innumerable social and physical clues communicate to visitors and residents alike a sense of home and neighborhood. This is a place that people are proud of, a place that children will remember in later years with nostalgia and affection, a place that just feels "good." Contrast this with Southside Village. Something does not feel quite right. It is hard to find your way about, to discern which are the fronts and which are the backs of the houses, to determine what is "inside" and what is "outside." Strangers cut across what might be a communal backyard. There are no signs of personalization around doors or on balconies. Few children are around; those who are outside ride their bikes in circles in the parking lot There are few signs of caring; litter, graffiti, and broken light fixtures indicate the opposite. There is no sense of place; it is somewhere to move away from, not somewhere to remember with pride. These are not real locations, but we have all seen places like them. The purpose of this book is to assist in the creation of more places like Green Acres and to aid in the rehabilitation of the many Southside Villages that scar our cities. This book is a collection of guidelines for the site design of low-rise, high-density family housing. It is intended as a reference tool, primarily for housing designers and planners, but also for developers, housing authorities, citizens' groups, and tenants' organizations-anyone involved in planning or rehabilitating housing. It provides guidelines for the layout of buildings, open spaces, community facilities, play areas, walkways, and the myriad components that make up a housing site.

Book excerpt: This guide is the result of a UN-Habitat initiative to provide local leaders and decision makers with the tools to support urban planning good practice. It includes several "how to" sections on all aspects of urban planning, including how to build resilience and reduce climate risks, with an example from Sorsogon, Philippines. It outlines practical ways to create and implement a vision for a city that will better prepare it to cope with growth and change. The overall guide offers insights from real experiences on what it takes to have an impact and to transform an urban reality through urban planning. It clearly links planning and financing and presents many successful practices that emphasize strategies to address real issues. It aims to inform leaders about the value that urban planning could bring to their cities and to facili.

Book excerpt: This thoughtful collection exposes the gap between rhetoric and performance in Canada's response to environmental challenges. Canadians, despite their national penchant for environmental discussion, have fallen behind their G-8 peers in both domestic commitments and international actions. In a cogent examination of the issue, eight authors demonstrate how Canada's configuration of political and economic institutions has limited effective environmental policy. Canadian environmental institutions, the authors argue, have produced an integrity gap: the sustainability rhetoric adopted by policymakers fails to achieve concrete results. In an analysis that penetrates several policy domains and combines various disciplinary, sectoral, and geographic perspectives, the authors demonstrate how Canada fell from leader to laggard within the international environmental community. Placing the study of Canadian environmental policy within a sound theoretical framework for the first time, this book makes a significant contribution to existing policy scholarship. It will find an enthusiastic audience among political scientists, neo-institutional theorists, policy analysts, and students at both unde
