Book excerpt: The public sector's relationship with the Voluntary & Community Sector is complex. This has contributed to over-bureaucratic, disproportionate and risk-averse approaches to monitoring of funding and lack of focus on what is actually being delivered. The need to change this has been clear for years; many good practice guides and statements of principles have been in place over the years but have not been applied consistently by public bodies and the Sector. The Concordat between Government and the Sector offers another opportunity for a fresh start. However, it must go beyond fine words; there needs to be a concerted effort by all public bodies and Sector organisations to actively implement and live by its values and principles. The Committee expects to see tangible evidence of improvements. These need to be based on practical actions aimed at reducing the level of bureaucracy through the adoption of proportionate monitoring and audit; focus on outcomes; and ensuring funding is agreed and payments released to organisations on a timely basis. The Department for Social Development (DSD) has an important role to play in this context. However, the recommendations from this report are not only for DSD; they are for all departments and public bodies. Book excerpt: The voluntary and community sector receives substantial support from public funds: in the six years to March 2010, public bodies in Northern Ireland made some 14,500 offers of assistance to voluntary and community organisations totalling £1.34 billion. The report draws on a number of case studies to highlight the issues faced by the Sector in dealing with public bodies. MENCAP, with a multiplicity of funding arrangements, considers that the funding relationship between it and these funders could be substantially improved if one organisation would take on a 'lead funder' role, carried out risk assessments and provided assurances, that other funders could take reliance from and reduce the extent of their monitoring and audit. In contrast, Shelter NI has had a very positive experience in working with the Housing Executive. The report also highlights the benefits of long-term funding arrangements, which provide greater stability for organisations. Yet funding arrangements like this are not as wide-spread as they should be. The report also recognises that where the sector provides public services, it is legitimate for it to be fairly funded through including relevant elements for both direct and overhead costs. Pressures on both funders and the voluntary and community sector will continue to increase, but this provides an opportunity for the public sector to assess its priorities and funding of the sector, and for the sector to reflect on its sustainability and the potential for rationalisation.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: This report finds that efforts by the Cabinet Office to promote the development of employee owned cooperatives must be married more effectively to the work of DCLG to deliver localism reforms before mutual models of local service delivery can flourish. In its report, the CLG Committee concludes that a number of significant barriers must be removed. Advice - Government and local government itself should provide "off-the-shelf" models and guidance to reduce confusion and risks that deter local authorities currently from considering using mutual or co-operative models for service delivery. Leadership - co-ordination between the Government's Mutuals Support Programme, the DCLG and the Local Government Association must be improved to gather and disseminate evidence on the operation of mutuals and co-operatives in delivering local services. Financing - Government must do more to inform and educate financial institutions about lending to mutuals and co-operatives and it must examine tax support for mutuals and co-operatives. Accountability - all new organisations must remain accountable to the local Council (usually through a contract) and be transparent in their operations. Through commissioning and oversight processes authorities must prevent services from fragmenting and protect the operation and ownership of local public assets. Procurement - rules must be drafted to confer maximum flexibility in tendering for services so that mutuals and co-operatives can compete fairly with large companies and in-house providers.

Book excerpt: The Government accepts the overwhelming majority of the recommendations made in the final report of the Family Justice Review (2011, ISBN 9780108511158), and proposes a system with children's and families' needs at its heart. The proposed reforms will put practical measures in place to ensure children's voices are heard before and during the court process. A new Family Justice Board will be established in April 2012 and will take the detail of the recommendations forward. All measures will comply with the United Nations Convention on the Rights of the Child. Changes to public law are designed to tackle delay and put more focus on the child. Changes to private law will support families to reach their own agreements without needing to being their issues to the courts. Mediation and other support services will again be child-centred, and with a presumption of shared parenting where separation occurs. A new web and telephony service providing a single gateway to advice and guidance for separating parents will be commissioned in 2012 and operational in 2013. Divorce proceedings will be streamlined. Cafcass will move under the sponsorship of the Ministry of Justice. Those working in the family justice system need to change culture and practices if these reforms are to succeed, and judicial leadership is critical. Family courts must be as child-friendly as possible. Annexes cover detailed responses to the Review's recommendations, an update on developing the evidence base for family justice, impact assessments and key references and supporting documents.
