Book excerpt: Excerpt from Report on Condition of Woman and Child Wage-Earners in the United States, Vol. 8 of 19: Juvenile Delinquency and Its Relation to Employment The investigation made for the court, however, rarely covers all the points on which information is needed for such a study as this; so arrangements were made to supplement it by personal interviews, and by the knowledge, recorded or unrecorded, which the probation officers had gathered in the course of their work. Their familiarity with the character and surroundings of the children committed to their care has been of the greatest possible value in this investigation, which indeed could hardly have been satisfactorily carried through without their assistance and Cooperation. Anyone familiar with court proceedings knows that among juve niles, as among their elders, the court records are apt to Show waves of certain offenses, and that these waves have little connection with the amount of a given kind of delinquency occurring at a partic ular time. A gang of boys, for instance, may be in the habit of playing around the railroad yards, the nearest open place accessible to them. Technically this is trespassing on railroad property, but the boys are doing no harm, and good-natured employees or watch men look the other way. But some day a boy playing there throws a stone through the window of a moving passenger train or changes a signal light or throws a switch to see what will happen. That particular offender may escape, but the edict goes forth that boys are to be kept off, and there is a sudden and purely temporary increase in the number of delinquents brought in for trespass on the railway. Or again, a gang of fifteen or twenty boys may have been carrying on a series of petty breaks for some time, when one of their num ber falls into the hands of the police. Through this one the other members of the gang may be brought in, and the number of cases of larceny or burglary for that month may run up far beyond the normal figure. For the sake of obviating an undue weight or in u ence of these uctuations, it was felt that a sufficiently long period must be studied to obtain the average level of offenses. In the course of a year these variations might be expected to offset one another, so a year was taken as the period to be covered. Book excerpt: Excerpt from Report on Condition of Woman and Child Wage-Earners in the United States, Vol. 12 of 19: Employment of Women in Laundries For the purpose of studying the working conditions of women and girls employed in laundries and the effect Of the work and the condi tions surrounding it upon the health of the employees, an investiga tion was made of the laundries in Chicago, New York, Brooklyn, Philadelphia, and in Rockford, III. A large number Of representa tive laundries were visited, and a considerable number of the women employed were interviewed by a physician. There are in these cities approximately American and Chinese laundries. The latter are largely hand laundries. Of the American laundries, about one-sixth are motor laundries and the rest hand laundries. In Chicago the motor laundries largely outnumber the hand laundries, but in the other cities included in the investiga tion the reverse is true. A study Of the organization and Operation of steam laundries em ploying a considerable force of women requires attention to three important considerations: General conditions of the workrooms in the laundries, the hours of labor, and the effect of the employment on the women employees. Recent improvements in laundry machinery have considerably lightened the work in certain occupations where formerly manual labor was almost exclusively employed. The advances which have been made enable laundry managers to make a more even distribution of their hours of labor and to follow more closely a definite schedule. By increasing their capital and equipping their plants with the most modern devices some of the laundries have abolished much Of the irregularity in hours Of labor, which has been characteristic Of laun dry work. But the old method Of Operation has persisted in many Of the smaller laundries, though recent competition as well as pressure from the employees has wrought changes which have placed the small laundry upon a better plane Of work. In the investigation of the working and health conditions of women and girls employed in laundries a general survey Of the industry and its occupations was found necessary. For this pur pose 315 laundries were visited in Chicago, New York, Brooklyn, and Philadelphia. These laundries employed a total of persons.
