It contains two parts. The first aimed at answering the question, “What would make insurance available for and accessible to small-scale farmers?” The second was focused on exploring potential shrimp insurance schemes. The Workshop achieved the following outcomes: (1) made farmers, farmer advisers, re searchers and academics more familiar with the business and technical requirements of insurers, (2) made insurers become more familiar with the circumstances and needs of farmers, (3) confirmed that insurers continue to view aquaculture as a high-risk industry, (4) highlighted the need to incorporate risk assessment and management in the development of better farm management practices in line with the requirements of insurance, and (5) confirmed the usefulness of bundling financial products in t he development of institutional services for farmers.

Book excerpt: This new guide describes the application of spatial technology to improve disaster risk management (DRM) within the aquaculture sector. DRM requires interrelated actions and activities to ensure early warning, prevention, preparedness, response and recovery for a wide range of natural, technological and complex disasters that can impact aquaculture operations and livelihoods. Spatial technology refers to systems and tools that acquire, manage and analyse data that have geographic context. Some of the technologies include satellite remote sensing, aerial surveys, global positioning systems, geographic information systems, information and communication technology and other data gathering sensors used, for instance, in meteorology. Spatial technology supports activities across all phases of the DRM cycle and its rapid development provides enhanced opportunities to support DRM within the aquaculture sector. This guide is organized in two parts. Part one is the “guidance”; it is the main body of the document and describes the processes and steps for the use of spatial technology within DRM for aquaculture. Part two includes selected country case studies from Bangladesh, the Gulf of Mexico and the Caribbean, and Indonesia to illustrate the application of spatial technology in DRM for aquaculture at the national level within local contexts. Best practices at the farm and area management levels, supported by spatial technology, reduce volatility and risks and thus facilitate investment. Countries that would like aquaculture to grow sustainably and reliably are encouraged to use this guide in order to support spatial planning approaches and protect responsible investors. Rural finance, insurance and fisheries experts from Bangladesh, China, India, Indonesia, Japan, Philippines, Thailand, UK, Canada and the USA met to discuss ways to improve the access to financial services for small-scale fishers in Asia. The workshop aimed to discuss successful finance and insurance programmes in Asia for small-scale fishers, finalize practical guidelines in support of better access to financial services, and design a capacity building programme for increasing the provision of finance and insurance services to small-scale fisheries. The workshop was attended by 32 experts and was organized by the Asia-Pacific Rural and Agricultural Credit Association (APRACA) in close collaboration with FAO. The insurance and credit guidelines prepared will facilitate the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Poverty Eradication and Food Security (SSF Guidelines), as well as contribute towards achievement of Sustainable Development Goal 14. Access to finance and insurance services will enable the small-scale fishers to invest in more responsible fishing operations and technologies, reduce overfishing, contribute to fisheries management and implement climate change adaptation measures. The micro-finance, credit and insurance guidelines for small-scale fisheries have been endorsed by APRACA members in June 2019, and implementation throughout the Asian region is promoted.

Book excerpt: This world review of capture fisheries and aquaculture insurance presents the findings of five regional and four national reports conducted in 2020. An estimated 450 000 fishing vessels worldwide are covered by marine hull insurance. Nearly all of the estimated 67 800 large-scale industrial fishing vessels are covered by marine hull insurance, as well as 50–60 percent of the estimated 430 000 semi-industrial fishing vessels. However, over 95 percent of the 2.3 million motorized small-scale fishing vessels operate uninsured. Most small-scale fishers do not have access to adequate insurance services. Between 2009 and 2019, underwriting experiences in fishing vessel insurance were generally reported as “Good”. What is more, access to accident, life and health insurance services for crew on fishing vessels and small-scale fishers in developing countries has improved in recent years. In 2020, the number of aquaculture insurance policies in force was estimated at over 40 000 worldwide, with China and Indonesia the largest markets for this type of insurance. While large-scale aquaculture producers are well served by the insurance industry, the provision of insurance is inadequate for mediumand small-scale farmers, particularly in Asia. Underwriting experiences for aquaculture stock mortality insurance were reported as “Good” to “Very good” (40 percent), or “Neutral” (36 percent). The insurance industry has consolidated the market and increased profitability in aquaculture insurance. This world review contains information on the capture fisheries and aquaculture insurance market, the prevailing underwriting practices, perils covered, policies in force, risk management and claim handling procedures. Finally, it offers a series of recommendations for increasing insurance service provision to the fisheries and aquaculture industries.

Book excerpt: Over the past decade, the aquaculture sector in Ghana has experienced tremendous growth—driven mainly by large-scale cage farms—but it has been unclear how the rural poor have shared in this growth. A research project has been initiated to help diagnose, design, and test interventions for better inclusion of the rural poor, women, and youth in the tilapia value chain. This report describes the baseline data on 603 small-scale tilapia farmers in Ghana. The data collected during two-hour face-to-face interviews during May–July 2019 are disaggregated by socioeconomic indicators, gender, and age group. Baseline data show that 9 percent of farm managers and owners were women, and an additional 9 percent of farms engaged women in some decision-making. Moreover, women contributed 16 percent of family labor and 5 percent of hired labor on farms. Youth represented 14 and 24 percent of owners and managers, respectively, but contributed 68 percent of the total family and hired labor on farms. A large majority of managers and owners had at least high school education, with a third of owners and a quarter of managers attaining at least a college degree. In Brong Ahafo and Ashanti regions especially, most farmers engaged mainly in crop farming and non-farm businesses as their main livelihood, with fish farming as a small contributor to overall household income and livelihood. Farmers in all regions had poor record-keeping and management practices and low compliance with sanitation, fish health, and food safety standards. A wide variety of input usage, management practices, and performance was observed among fish farms. As a result, the profitability of fish farms was also wide-ranging, between –12.00 and 46.00 cedi per m2, with an average of 8.82 cedi per m2. Despite wide variability in production and profits, the majority of farmers experienced positive profits. On average, a farmer received a profit of 2.4 cedi per kilogram of tilapia produced or a 27 percent profit margin. These encouraging figures indicate that farmers who adopt good aquaculture practices can achieve respectable profits.

[Author] Activities under the project first started in Cabo Verde, Costa Rica, Côte d’Ivoire, Madagascar, Myanmar, Namibia, Oman, Philippines, Senegal and United Republic of Tanzania. The workshop used a number of processes and steps in the developing the indicator system, including: (i) understanding the subject of measurements; (ii) identifying an analytical framework and ratting criteria (iii) developing a list of SSA contributions; (iv) categorising the contributions; (v) devising and organising the indicators of contribution; and (vi) measuring the indicators. The major outcome was the development, through an iterative process, of an indicator system which can provide a good measure of the contribution of SSA based on agreed criteria (accuracy, measurability and efficiency) and the sustainable livelihood approach analytical framework which consists of five capital assets (human, financial, physical, social and natural) and can be used for various livelihoods options.

Improving nutritional benefits from household aquaculture investment was also an important activity of the project. Specifically, AIN aimed to increase aquaculture production by developing hatcheries and nurseries, disseminating improved fish and shrimp seed, enhancing farm management skills of smallholder farmers, promoting new technologies to expand commercial aquaculture, developing backward and forward market linkages, supporting policy reform and building capacity of the public and private sectors, which resulted in increased productivity and revenue for farmers.This report also highlights the major achievements of the AIN project project between 2011 and 2016.
