His mission, an improbable success, was documented in an assisted autobiography as Robert Gitler and the Japan Library School (Scarecrow Press, 1999). Subsequent research into initiatives to improve library services during the Allied occupation has revealed surprising discoveries and human interest of the lives of very diverse individuals. A central role was played by a librarian, Philip Keeney, who later became well-known as an alleged communist spy. A national plan, designed for Japan’s libraries, was based directly on the county library system developed by progressive thinkers in California, itself a dramatic story. The School of Librarianship at the University of California and its founding director, Sydney Mitchell, was found to have deeply influenced key figures. The story also requires an appreciation of the deployment of American libraries abroad as tools of foreign policy, as cultural diplomacy. Meanwhile, library services in Japan were seriously underdeveloped, despite Japan’s extraordinarily high literacy rate, very well-developed publishing and book retail industries, and librarians who were far from backward. The difference in library development lay in the huge divergence between the ethos of the American public library (dominated by support for individual self-development and Western liberal democracy) and the evolving political ideology of Japanese governments after the Meiji Restoration (1868). After absorbing authoritarian French and German administrative practices Japan became a militarist dictatorship from the 1920s onwards until surrender in 1945. The literature on the Allied Occupation of Japan is vast, but library services have received very little attention beyond the creation of the National Diet Library in 1948. The story of initiatives to improve library services in occupied Japan, the role of libraries as cultural diplomacy, the dramatic development of free public library services in California have remained unknown or little known – until now.

Book excerpt: In the 1930s, a cohort of professional human scientists coalesced around a common and particular understanding of objectivity as the foundation of legitimate knowledge, and of fieldwork as the pathway to objectivity. Into the Field is the first collective biography of this cohort, evocatively described by one contemporary as the men of one age. At the height of imperialism, the men of one age undertook field research in territories under Japanese rule in pursuit of "objective" information that would justify the subjugation of local peoples. After 1945, amid the defeat and dismantling of Japanese sovereignty and under the occupation and tutelage of the United States, they returned to the field to create narratives of human difference that supported the new national values of democracy, capitalism, and peace. The 1968 student movement challenged these values, resulting in an all-encompassing attack on objectivity itself. Nonetheless, the legacy of the men of one age lives on in the disciplines they developed and the beliefs they established about human diversity.

While not aimed at researchers interested in the strategic and tactical military and naval history of the war in the Far East, this finding aid may nevertheless be useful to those with such interests, if only to identify record groups and series of records that may bear on those topics. This finding aid covers records from over twenty record groups and includes materials declassified under the Japanese Imperial Government Disclosure Act of 2000 (P.L. 106-567) as well as records that were never classified and those declassified before the passage of the Disclosure Act. Because the process of identifying, declassifying, accessioning, and processing of records under the Act is taking place as this finding is being compiled, late arriving records may not be identified in this finding aid. Researchers should consult the IWG Web site (http://www.archives.gov/iwg/) for a complete and up-to-date list of records declassified under the Japanese Imperial Government Disclosure Act. Federal agencies involved in the identification and declassification of relevant classified records ascertained that there were relatively few pertinent records that were still classified. Most relevant records were either never classified or were declassified decades before the Act and were already in NARA’s custody. While this finding aid’s coverage is broad, it is not comprehensive. Researchers may find other relevant series of records within the record groups mentioned or not mentioned. Researchers are encouraged to use other finding aids and consult with NARA staff to locate records of interest. In addition, the National Archives at College Park holds nontextual records (such as still photographs and motion pictures) that researchers may want to examine. Other NARA facilities hold many records and donated material related to World War II, including records related to the subjects covered in this finding aid. This is particularly true of the Franklin D. Roosevelt, the Harry S. Truman, and the Dwight D. Think of archives as vast mountain ranges of records with the archivists guiding the expeditions. Explorations on familiar, well-trodden paths produce new perspectives when examined with fresh eyes and imagination.

After setting the scene in a short introduction, it examines the development of Kanda-Jinbōchō, the area of Tokyo that has remained for a century the location in Japan most bound up with books and print culture. It then considers the transformation of public reading spaces, explaining how socio-economic factors and changing notions of space informed reading practices from the early modern era to the present. This led, in turn, to changes in bookstores, libraries, and other venues. Finally, it briefly considers the nature and impact of virtual reading spaces, such as the representation of reading and reading spaces in popular culture, and new modes of reading mediated by the digital realm as well as the multifaceted relationship between these and older forms of reading practice.
