Book excerpt: This groundbreaking book blends international relations and gender history to provide a new understanding of the Spanish-American and Philippine-American wars. Kristin L. Hoganson shows how gendered ideas about citizenship and political leadership influenced jingoist political leaders` desire to wage these conflicts, and she traces how they manipulated ideas about gender to embroil the nation in war. She argues that racial beliefs were only part of the cultural framework that undergirded U.S. martial policies at the turn of the century. Gender beliefs, also affected the rise and fall of the nation`s imperialist impulse. Drawing on an extensive range of sources, including congressional debates, campaign speeches, political tracts, newspapers, magazines, political cartoons, and the papers of politicians, soldiers, suffragists, and other political activists, Hoganson discusses how concerns about manhood affected debates over war and empire. She demonstrates that jingoist political leaders, distressed by the passing of the Civil War generation and by women`s incursions into electoral politics, embraced war as an opportunity to promote a political vision in which soldiers were venerated as model citizens and women remained on the fringes of political life. These gender concerns not only played an important role in the Spanish-American and Philippine-American wars, they have echoes in later time periods, says the author, and recognizing their significance has powerful ramifications for the way we view international relations. Book excerpt: In the spirit of Ivan Illich’s 1968 speech ‘To hell with good intentions’, the book takes aim at a ubiquitous form of contemporary ideology, namely the concept of global citizenship. Its characteristic discourse can be found inhabiting a nexus of four complexes of ‘ruling’ institutions, namely universities with their international service learning, the United Nations and allied international institutions bent on global citizenship education, international non-governmental organizations and foundations promoting social entrepreneurship, and global corporations and their mouthpieces pitching corporate social responsibility and sustainable development. The question is: in the context of Northern or Western imperialism and US-led, neoliberal, global, corporate capitalism, and the planetary Armageddon they are wringing, what is the concept of global citizenship doing for these institutions? The studies in the book put this question to each of these four institutional complexes from broadly political-economic and post-colonial premises, focusing on the concept’s discursive use, against the background of the mounting production of the global non-citizen as the global citizen’s ‘other’. Addressed to all users of the concept of global citizen(ship) from university students and faculty in global studies to social entrepreneurs and United Nations bureaucrats, the book’s studies ultimately ask whether the idea helps or hinders the global quest for social and economic justice.

This book argues that the phrase was not simply a rhetorical flourish; it represented a demand to participate in shaping the global polity and an expression of women's obligation to work for peace and equality. The nine women profiled here invoked world citizenship as they promoted world government—a permanent machinery to end war, whether in the form of the League of Nations, the United Nations, or a full-fledged world federation. These women agreed neither on the best form for such a government nor on the best means to achieve it, and they had different definitions of peace and different levels of commitment to genuine equality. But they all saw themselves as part of a global effort to end war that required their participation in the international body politic. Excluded from full national citizenship, they saw in the world polity opportunities for engagement and equality as well as for peace. Claiming world citizenship empowered them on the world stage. It gave them a language with which to advocate for international cooperation. Citizens of the World not only provides a more complete understanding of the kind of world these women envisioned and the ways in which they claimed membership in the global community. It also draws attention to the ways in which they were excluded from international institution-building and to the critiques many of them leveled at those institutions. Women's arguments for world government and their practices of world citizenship represented an alternative reaction to the crises of the first half of the twentieth century, one predicated on cooperation and equality rather than competition and force.
