The most careful study of population and changes, or shifts in population by wards, by census enumeration districts, and by police beats has been made. A study of the area surrounding each elementary school and of the larger areas fur nishing the school population of the junior high schools and senior high schools has been utilized in the development of the program as it has to do with the location of new school buildings. This type of investigation should be continued by the executive staff of the Board of School Commissioners. However carefully the work has been done, there will be changes in the city and shifts in population which cannot now be anticipated. A building program for a modern American city is of sufficient importance to require the time of a man, expert in this field of city planning, constantly at work upon the problem. Book excerpt: Excerpt from Abstract of a Survey of the Baltimore Public Schools, 1920-1921 The complete report of the survey of the Baltimore Public Schools will be issued in three volumes. In this complete form of publication will be found all of the data which were used as a basis for arriving at conclusions, and for the making of recommendations with regard to the development of the school system. This abstract of the survey presents the facts in summary tables and statements, the findings of the survey based upon these facts, the recommendations which were made, together with a statement of the progress that has been made during the conduct of the survey and since its completion. The recommendations of the survey, as presented in this brief form, are identical with those which appear in the more complete publication. The factual basis, upon which recommendations are made, is given in so far as was possible, even though detailed tables or descriptions are omitted. It is of primary importance that those who are interested in the development of Baltimore's public school system know that the survey staff worked in co-operation with the Superintendent of Schools and his staff, and with the Board of School Commissioners at every stage of the survey, and that definite progress was made by virtue of action taken by the Board of School Commissioners, and by the Superintendent of Schools during the progress of the inquiry. The only justification for a survey is to be found in the results achieved. It is not often that a survey staff has had the satisfaction that has come to those who have worked in Baltimore in seeing the development and improvement of the public schools taking place in so large a degree or in so many important particulars during the progress of the inquiry as has been the case in Baltimore.
