This book explains that process through an historical case study of an automobile insurance entrepreneur, Samuel P. Black, Jr., and Erie Insurance, the company he helped build. It also recounts the largely untold history of American automobile insurance. One of this study's central themes is the role of innovation in the entrepreneurial process. The rise of Erie Insurance from a four-person enterprise in Erie, Pennsylvania, in 1925 to the fourteenth largest property-casualty insurer today was the result, in part, of Black's relentless push to innovate. His continual efforts to cut costs, develop new products, satisfy customers, increase sales, and improve operations, all contributed greatly to the company's growth. A second theme is the automobile's dramatic impact on modern America. Its takeover of mass transportation provided the basis for the development of the automobile insurance industry and created many of the opportunities that Black and Erie Insurance capitalized on. These themes combine in the history of Black and Erie Insurance to illuminate the dynamic process by which the cultural, social, economic, and technological environment creates opportunities that entrepreneurs and entrepreneurial firms exploit, and how entrepreneurial actions stimulate economic growth.

REPORT OF THE State Highway Department. The action of the Legislature in 1907 authorizing additional employes for the State Highway Department made it at last possible to develop the former incomplete organization into a fairly well balanced and adequate force with which the Department's work can be handled without continuing to impose unreasonable burdens upon any of its employes. A portion of the season of 1907 was necessarily devoted to re-adjusting and systemizing the Department' -:1 work. The formative period, which was developed slowly in the early days of the Department because of the inadequate force of employes and equipment, is now ended and the Department organ.ized and capable of handling a much larger amount of road construction than present appropriations permit. The reconstruction work of the State Highway Department has progressed favorably the past year, notwithstanding the wet and unfavorable weather early in the season. Work was carried on in 55 counties of the State. 219.7 miles of township roads were reconstructed. 221 miles are under contract, of which 130 miles have been completed but not accepted from the contractors. Bids have been received on 85.5 miles additional to the mileage under contract. 5 325.2 miles hav'e been fully completed and accepted from the contractor since the work of reconstruction has been commenced. The average cost of all work completed, based on a stone road 16 feet wide, including bridges, culverts and drain pipes, is $10,295.00 per mile. The cost of all extras is 11 4-10 per cent. of the toflal cost of the roads. The cost of engineering is 2 1-10 per cent. of the cost.
