Conley, which took place at his home in Brookline, on Dec. 20, 1905, the Board has' been called upon to mourn a second time within the year the loss of one of its most experienced members. Dr. Conley was appointed a member of the Board by Gov. Wil liam E. Russell in 1893, to succeed the Rev. A. A. Miner. His scholarship, his experience and his personal qualities had made him prominent in educational circles, and amply justified his selection. All of these gifts, personal and professional, he placed at the service of the State, and for nearly thirteen years bore his part in the administrative work of the Board. During the whole period of his service he was a member of the Board of Visitors of the State Normal School at Framingham and of the State Normal Art School in Boston. It was due to his efforts that working relations were established between the art school and the public schools of Boston, by which the students of the school were given Opportunity to observe and practice in the public schools, and a way Opened for the graduates to become regular teachers. On the establishment of the school at Lowell he was made chairman of the Board of Visitors. This position was especially congenial to him, because Lowell had been his early home and the scene of his earliest professional success, and he gave to the new school his fullest sympathy and support. In the annual report of the Board, written by him in 1900, he dealt in a broad and wise way with the normal schools, the elective system in high schools, the relation of the high schools to the col leges, manual training. In the high schools, and the personal rela tion of the teacher to the pupil. This report attracted wide atten tion, from the importance of the subjects treated and the general soundness of. The views expressed. He was judicious, tactful and impartial in dealing with many delicate problems which it became his duty to solve. In his death the State has lost a gifted citizen and a valued public servant, and the Board a useful and companionable member. The whole scope and force of his reasoning from beginning to end, as well as the terms m which he states his conclusions, show that his Opinion 1s entirely applicable to the case where districts do not exist. He nowhere alludes to their existence in Salem, although his attention is called to them in the statement submitted to him, nor draws a single inference therefrom. He could not say that his conclusions are inapplicable to this city, without taking back every line and word which he has uttered. No better summary of our views upon this question can be made, than by adopting the following language from his opinion. The principle of perfect equality, is the vital principle of the system (our free school system.) Here all classes of the community mingle together. The rich and the poor meet upon terms of equality, and are prepared to discharge the duties of life by the same instructions. It is the principle Of equality, cherished in the free schools, on which our. Free government and free institutions rest. Gentlemen: - The Committee on School Inquiry, of the Board of Estimate and Apportionment, appointed pursuant to a resolution adopted by this Board on October 26, 1910. herewith presents its final report. The report comprises three volumes, and consists of the report of the Committee and the reports of the various specialists employed by it. It was originally the intention of the Committee to take up in conference with the members of the Board of Education the reports of the various specialists before the submission to the Board of Estimate of the Committee's final report, in order that its report might be based upon the consensus of opinion of the members of the Board of Education, as well as the members of the Committee. The work of the inquiry, however, has consumed so much more time than was originally expected, and other matters of great importance have demanded so much of the time of the members of the Committee, that it has been impossible to conduct the proposed conferences. The Committee feels that more will be gained by submitting the entire results of the inquiry at the present time, while there still remains an opportunity to secure constructive results during the life of the present administration, than would be gained by undertaking a conference at this late date. Your Committee submits herewith a brief outline of the results and general conclusions of the school inquiry for the consideration of the Baird of Education, and indicates the salient facts relating to its origin, plan and significance. (I) Co-operation Between the Board of Estimate and the Board of Education Established. Your Committee is able to report that there is now nothing to prevent the fullest cooperation between the City Government and the Board of Education in the development of the public schools. Book excerpt: Excerpt from Report of the Committee on the Central High School, Adopted by the Board of Controllers of the Public Schools, of Philadelphia: January 2, 1862 In order to assist the Professor, I introduced Mensuration into his depart ment, using the work upon this subject of which he is the author; yet the same complaints of his inattention to recitation were continued. Whatever may be the literary qualifications of the Professor of the French Language, he has, after a trial of three years, proved to be utterly inefficient in discipline. Instruction in his department is a failure. Ap peals from his injustice were so well sustained, that the Faculty frequently refused to sanction his complaints in special offences. He punished with out discrimination, filling the demerit roll with charges against pupils who, under other Professors, were most exemplary in their deportment. I have been obliged to interfere between him and his pupils to save the latter from absolute Oppression. Many of the most ambitious have, with the consent of their parents, withdrawn from this department. His examinations were merely pretences - the pupils being aware of the questions beforehand. To show this fact more clearly, it may be stated that the editor Of a Weekly Paper was furnished by a pupil with a list Of questions, some weeks before the examination in July last. After that event the questions actually used were found identical with those previously made known. I doubt whether any pupil has obtained any knowledge from the instruction of this gentle man, or that any class could pass a creditable examination in this branch. This course of Professor Gerard is another proof that few foreigners adapt their discipline and instruction to the wants of American pupils in large classes, such as those of the High School.
