Although Secretary Wallace did not have an opportunity to consider the report in its final form, it has been carefully reviewed by representatives of the department who have been in close touch with him and who worked with him in its preparation, and is believed to represent his views regarding the state of agriculture and the work of the department during the period it covers. It is regrettable that the lamentable death of Secretary Wallace leaves his annual report in the present status. The method pursued in submitting this report appears to be the only practicable one to meet the situation that pre sents itself. For one reason, other countries were Offering large sur pluses there, too. In 1921 exports of pork from all the principal sur plus producing countries were 80 per cent greater than before theswar. Total exports of beef from the surplus countries were 63 per cent greater than before the war, of butter 104 per cent greater, and of cheese 30 per cent greater. At the same time, Europe was restoring its domestic agriculture. Recovery came first In Denmark and the Netherlands, which were disturbed by but not directly involved in the war. Next, the former warring nations of Europe increased their output. By 1927 the cultivated area of Europe, outside Russia, was back to 97 per cent of the pre-war average. Europe's production of milk, butter, cheese, and pork was above the pre-war level. By 1930 Russia had resumed the exportation of cereals and other agricultural products. In such circumstances even a prosperous Europe would probably have desired less of our farm production than it took before the war. In the hard conditions of the postwar period, it desired much less. True, it took large quantities; but it did so at bargain prices, which returned little or no profit to our producers. Book excerpt: Excerpt from Report of the Secretary of Agriculture, 1930 The railroads have cooperated by granting reduced rates on the movement of hay, feed, and water into drought-stricken counties, and livestock out of such counties into sections where feed is avail able. These rates were put into effect during the latter half of August to continue until October 31. They were later extended to November 30. The Department of Agriculture assumed the responsibility for (1) determining the counties in which drought damage had been sufficiently severe to justify the granting of these rate reductions to farmer-consumers, and (2) issuing certificates recommending the granting of the rate reductions on specific shipments to farmer consumers, or dealers. Several hundred counties were certified as in need of this aid, on the basis of telegraphic advice from county extension agents regarding needs and on crop conditions shown in the August crop report. About August 15 a special questionnaire on the condition of pasture feed crops, and corn was sent to crop correspondents in the drought-stricken States. Additional counties were certified to receive the reduced rates on the basis of the information contained in these questionnaires. In general, cer tification was made only of those counties that showed a condition of pastures, corn, and feed crops of not more than 50 per cent of normal. Altogether, counties in 21 States were certified to the railroads to receive the rate reductions. The list included all or a large part of the counties in the States of Maryland, Virginia, West Virginia, Kentucky, Tennessee, Mississippi, Missouri, Arkansas, Louisiana, and Oklahoma, with considerable numbers in Ohio, Illinois, Indiana, Alabama, Texas, and Montana, and a few in Pennsylvania, North Carolina, Georgia, New Mexico, and Wyoming.
