Book excerpt: The independent Panel of Eminent Experts on Ethics in Food and Agriculture was established by the Director-General of FAO to advise the Organization and raise public awareness of ethical considerations associated with such vital issues as food security for present and future generations and sustainable management of the earth's limited resources. In this first report, the Panel addresses the major issues and challenges facing humanity today, including the need for an equitable, ethical food and agriculture system and enabling conditions to maximize the potential while minimizing the risks of modern biotechnologies. The views expressed--some of which may be controversial--and the conclusions reached are those of the independent Panel and are not necessarily shared by FAO or its member countries. Nevertheless, the points raised should stimulate an informed and rational debate that furthers our understanding of ethical questions concerning food and agriculture and facilitates their full consideration by decision-makers at all levels.

At its third session, the Panel reiterated the basic ethical concerns and responsibilities set out in its second report and emphasized the increasing need for ethical considerations in the decision-making process regarding food and agriculture at both the national and international levels.

Book excerpt: As with any rapid technological development, the biotechnology revolution is putting great strains on the ability of law to adapt to new challenges and threats. Although there is general agreement on the need to regulate biotechnology in many different fields of human activity (agriculture, life sciences, forensic science) domestic law remains deeply divided over the best approach to take. This book is the first attempt at covering the most pressing legal issues raised by the impact of biotechnologies on different categories of international norms. Through the contribution of a selected group of international scholars and experts from international organizations, the book addresses 1) the international status of genetic resources, both in areas of national jurisdiction and in common spaces such as the international sea bed area and Antarctica; 2) the relevance of environmental principles in the governance of modern biotechnologies; 3) the impact of biotechnologies on trade rules, including intellectual property law; 4) the human rights implications, especially in the field of human genetics; and 5) the intersection between general international law and regional systems, especially those developed in Europe and Latin America. Thompson and John Otieno Ouko* Global agriculture faces a number of challenges as the world approaches the second decade of the third millennium. Predictions unilaterally indicate dramatic increases in world population between 2010 and 2030, and a trend in developing countries toward greater consumption of animal products could multiply the need for prod- tion of basic grains even further. Although global food production in 2000 was estimated to be adequate for the existing population, hunger and malnutrition are persistent problems that have led decision makers to recognize that increasing food production in specific regions may be the most effective way to address food se- rity for impoverished peoples. At the same time, there will need to be policy adju- ments that improve poor people’s access to current food supplies without simultaneously undercutting the ability of local producers to obtain needed cash income. What is more, the uncertain effects of global climate change on agricultural ecosystems complicate planning for this process, while poorly understood processes of globa- zation create additional unknowns from the side of social systems. In short, despite surpluses in many parts of the developed world, finding ways to increase food p- duction on both selected regional and a total global basis remains a priority for many farmers, policy makers and agricultural researchers.
