The organization meeting of the Commission was attended by the attorney-general and the Acting Commissioner of Crown Lands. The attorney-general gave his views as to the scope of the enquiry to be under taken, and defined the object of the Government in appointing the Commission to be the submission of a scheme for the reclamation of large areas of non agricultural land, now unproductive, and such suggestions for the carrying on of future lumbering operations, as the information obtained by them would indicate to be desirable as a means of preventing similar land now wooded from becoming waste. Book excerpt: Excerpt from Report of the Ontario Royal Commission on Forestry, 1947 In I763 Governor James Murray arranged for the survey of Townships and the setting aside therein of adequate reserves of timber for fortifications and barracks for the Army and Navy and for naval timber, mentioning specifically that the area between Lake Champlain and the St. Lawrence River be set aside as a reserve for masting for the Royal Navy and other useful and necessary timber for naval constructions. In I775 Sir Guy Carleton was instructed, It is our will and pleasure, however, that no grant be made of any lands on which there is any considerable growth of white pines fit for masting for our Royal Navy, and which lie convenient for water carriage, but that you do cause all such lands to be set apart for our use, and proper regulations made, and penalties inflicted to prevent trespass on such tracts, and the cutting down and destroying of the trees growing thereon. It is therefore apparent that the system of setting aside Crown lands in the Provinces of Ontario and Quebec had its genesis in the needs of naval construction. Book excerpt: Excerpt from Canadian Forestry Journal, Vol. 1: January, 1905 Canada has from the beginning of her history been noted for the extent and riches of her forests, and the lumber industry has been one of the leading branches of her manifold activities, and has developed with her growth, forming a principal contributor to the domestic and export trade of the country, giving employ ment to a large section of the population, developing a healthy and sturdy class of men, and adding to the wealth and prosperity of the Dominion. At the same time the revenue received by some of the provincial governments directly from the forest has been one of the largest sources of income, and has rendered a re sort to direct taxation in any other form almost altogether un necessary. The export of domestic forest products for the last fiscal year was $3 In Ontario and Quebec the usual revenue from woods and forests is from a million and a quarter to a million and a half dollars each year, and in the other pro vinces which control their own timber lands the revenue is stead ily on the increase. In New Brunswick, during 1903, it was In British Columbia the revenue for the present year was estimated at and it will probably be much larger. The total value of forest products, as stated by the Census of 1901, is for the census year, European students of forestry, who have been forced by the condition of affairs on that continent to give the wood supply careful thought, have sounded a note of alarm as to the future.
