[...] The key elements in the development of the Precautionary approach for practical application are: the determination of the roles of science and management, the implementation of a comprehensive suite of management measures to complement the PA framework, and a clear definition of objectives for the management of fishery resources. [...] The "Precautionary Approach" requires: •. avoidance of changes that are potentially irreversible; •. identify and take measures to avoid undesirable outcomes; •. initiate corrective measures without delay; •. give priority to conserving the productive capacity of the resource use where the likely impact of the resource is uncertain; and, •. appropriate placement of the burden of proof. The workshop report begins with a review of the project and presentations on the development of PA experiences in Canada & other areas. The report then presents case studies, identified as the mechanism for gaining insight into the PA, that focussed on exploring conceptual frameworks and on identifying the risks associated with different potential management strategies. This is followed by reports from breakout groups formed to facilitate small-group discussion on implementation of the PA. Finally, proposals for a generic framework for a PA are presented along with directions for future activities. Appendices include a checklist for implementation of a PA framework and a report on PA implementation for Canadian harvest fisheries.
