Book excerpt: This document contains the report of the fourth meeting of the Regional Commission for Fisheries (RECOFI) Working Group on Fisheries Management (WGFM), which was held in Muscat, Sultanate of Oman, from 3 to 5 October 2010. The Working Group considered and made decisions on matters concerning the Programme of Work and Budget for the 2011-12 biennium for the WGFM including a review of the regional strategy and priorities for regional fisheries management, the outcome of the Special Meeting on RECOFI Consolidation and Development that took place at FAO headquarters, Rome, Italy, in May 2010, and stock status reporting in support of longterm sustainable fisheries management in the RECOFI region. Significantly, the WGFM adopted a Recommendation on Minimum Data Reporting in the RECOFI Area. This is the first Recommendation adopted by the WGFM. If accepted by RECOFI, it will become binding on Members of the Commission. The WGFM also considered a proposal by the Sultanate of Oman in relation to a proposal for a feasibility study to review the development of a regional database on violations, establish a list of vessels authorized to fish by RECOFI Members and promote the establishment of a regional fisheries monitoring, control and surveillance information exchange scheme. Finally, the WGFM reviewed the outcomes of the Tripartite Meeting on Fisheries Management Cooperation in the Northern Area of RECOFI that was held at FAO headquarters, Rome, Italy, in May 2010, and the FAO/INFOSAMAK Seminar on Fish Trade and Illegal, Unreported and Unregulated Fishing in the Near East and North Africa that took place in Agadir, Morocco, in June 2010. Other important decisions made by the WGFM included the election of a new Chairperson, the agreement to propose to the Commission that the WGFM meet annually rather than on a biennial basis and that a special meeting of the Working Group be convened immediately prior to the May 2011 session of the Commission.

The WGFM addressed and made decisions on matters concerning relevant follow-up to the sixth session of RECOFI and the fourth session of the RECOFI WGFM. An update on the programme of work and budget for the biennium for 2011-12 in relation to the WGFM was considered and arrangements for a number of activities finalized in terms of dates, locations and funding. A proposal by the Sultanate of Oman on illegal, unreported and unregulated (IUU) fishing in the RECOFI region was addressed again and Members undertook to follow up on assessing IUU fishing in their respective countries through the completion of a questionnaire that would be circulated prior to the sixth meeting of the WGFM in Qatar in October 2012. The WGFM considered in detail progress towards the implementation of the RECOFI Recommendation on Minimum Data Reporting (Recommendation RECOFI/6/2011/1). A preliminary review of stock and fisheries status indicators to be produced from the RECOFI fishery management database, building on past work, was reviewed and progressed. The meeting considered a RECOFI scientific working group to provide scientific advice to the Commission on aquaculture and fishery management. This matter will be addressed further at the seventh session of RECOFI in May 2013. The final substantive item addressed on the agenda was RECOFI cooperation with the Fishery Resources Monitoring System (FIRMS). The next meeting of the WGFM will be held in Qatar from 21 to 23 October 2012--

The tenth meeting of the Regional Commission for Fisheries (RECOFI) Working Group on Fisheries Management (WGFM) was held in Doha, State of Qatar from 6 to 8 December 2016. The meeting was convened by RECOFI and FAO and attended by 11 participants from five RECOFI member countries ( Iraq, Oman, Qatar, Saudi Arabia, and UAE) in addition to the FAO Secretariat and one invited expert. Participants provided updates of the current work ongoing at the national level with regards to the RECOFI priority species, and discussed data collection challenges. The WGFM reviewed the progress on the socio-economic work for RECOFI, and agreed that the socio-economic Task Group members must be updated, as well as the information provided in the socio-economic questionnaire. The WGFM took note that the general situation regarding the capacity of RECOFI members to report catch and effort information as defined in the Recommendation had slightly improved and acknowledged the progress that had been made regarding the integration of the current RECOFI regional data set into RAIS. The WGFM took note and considered the content and conclusions of the draft RECOFI review and noted with concern the low level of RECOFI members’attendance at intersessional meetings and workshops. The WGFM ackno wledged the benefits of developing FIRMS Marine Resources for the RECOFI region and recommended the initiation of the process focusing on the Spanish mackerel and shrimps as priority species. The meeting acknowledged with appreciation the efforts of the Secretariat for pursuing cooperation with ROPME, in particular considering the potential for mutual benefits of this cooperation for both organizations and their members. The WGFM agreed on a programme of work and budget for 2017–2018 to be submi tted at the ninth session of RECOFI for consideration.

Book excerpt: Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

Book excerpt: The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. Participants reviewed and validated the WECAFC decision support system, which will support decision making in ecosystem approach to fisheries (EAF)-ecosystem based management (EBM) in the region.
