Book excerpt: This report presents the outcomes of the webinar on “the experience of the aquaculture sector through best practices and mitigation measures facing the COVID-19 crisis” which took place on 1 July 2020 and was conducted over the internet and hosted on the Zoom platform for webinars. It was organized by the General Fisheries Commission for the Mediterranean (GFCM) of the Food and Agriculture Organization of the United Nations (FAO) in cooperation with the Regional Commission for Fisheries (RECOFI). The webinar aimed to address the pandemic’s effects on aquaculture production as well as on supply chains, demand, local markets and trade, and to identify best practices and mitigation measures adopted by aquaculture farmers and countries. During the first thematic session, the experts highlighted the difficulties the aquaculture sector faced due to the effects of the COVID-19 pandemic. Furthermore, several mitigation approaches were pointed out: i) specific financial support programmes designed through the European Maritime and Fisheries Fund (EMFF); ii) a strong national aquaculture strategy guaranteeing self-sufficiency along the entire supply chain of shrimp farming in Saudi Arabia; iii) the issuing of subsidies and credit loans in a timely manner to help producers in Turkey; iv) the development of an online platform for fish auctioning to boost fisheries supply chain in Oman; v) companies opening direct communication channels between the government and the farms in the United Arab Emirates; and vi) solidarity between the sector and consumers, which allowed for the achievement of 50 percent of the programmed goals in the fish feed and larval industry in Tunisia. Other points addressed during the second thematic session included specific measures adopted and proposed, such as the focus on different aquaculture final products (e.g. frozen fish) and the establishment of local hatcheries and fish feed factories. The Q/A session which followed concluded the webinar.

It reviews in detail the positive and negative impacts of international fish trade on food security in low-income food-deficit countries. The main findings are that this trade has had a positive effect on food security, both through higher availability of fish for human consumption in developing countries and through higher income generated through trade. The report cautions, however, that sustainable resource management practices are a necessary condition for sustainable international trade. It also highlights the need for free and transparent trade and market policies to ensure that benefits from international trade are enjoyed by all segments of society.

The fourth session was fully dedicated to the aquaculture sector in China, with presentations on the domestic market, the export potential, safety and quality inspection and China's role in reprocessing seafood for re-export to the global market. In the last session on "Progress - The Future", the future developments expected for aquaculture were covered. Here the interaction between capture fisheries and aquaculture was analyzed and also presented in a case study on wild and aquacultured salmon. Aquaculture was viewed within the context of other intensive animal production systems. The enormous potential of the technical innovations in aquaculture compared to capture fisheries was highlighted under the term of "Blue revolution". The last session was closed with a description of the political framework required to allow for the sustainable development of aquaculture.

Stock assessment outputs, consisting primarily of time series of abundance and fishing pressure relative to target reference points, were compiled for 548 marine fish and invertebrate stocks in the RAM Legacy Stock Assessment Database. Data summary methods included: global and regional mean trends of abundance and fishing pressure relative to target reference points; bivariate plots of relative abundance and fishing pressure; estimates of potential equilibrium yield foregone at current fishing pressure; and proportions of stocks in different biomass status categories. These measures of stock status were summarized at the global level as well as separated by 16 FAO Major Fishing Areas and ocean basin regions for comparison.

Notwithstanding, small-scale fishers, fish famers, boat crew members, fish-processors, fish traders and fish processing workers often face serious labour related challenges which limit the poverty reduction potential of the sector. Low earnings and labour productivity in rural areas, ineffective labour regulation, low level of workers' organization with reported cases of child labour and severe cases of human rights abuses are common challenges in the sector. These challenges are often exacerbated by the informal nature of the sector (especially in small scale fishing) and by prevailing seasonality, remoteness of operations and hazardous nature of work. Based on available literature, the study explores wide-ranging decent work concerns in the fisheries and aquaculture sector with the objective to inform and guide FAO programming and collaboration with governments, civil society organizations, the private sector and other United Nations organizations in promoting decent working and living conditions along the whole seafood value chain."--Page 4 of cover.
