Book excerpt: The Regional Technical Workshop on Spatial Planning for Marine Capture Fisheries and Aquaculture was conducted in response to recommendations made during the Fourth meeting of the Working Group on Aquaculture (WGA) of the Regional Commission for Fisheries (RECOFI) held in Muscat, the Sultanate of Oman (27-28 January 2009) and the Fifth Session of RECOFI held in Dubai, the United Arab Emirates (12-14 May 2009). The workshop, which took place in Doha, the State of Qatar (24-28 October), was hosted by the Department of Fisheries Wealth, Ministry of Environment, the State of Qatar. Twenty-one delegates participated representing seven RECOFI Member countries (the Kingdom of Bahrain, the Islamic Republic of Iran, the State of Kuwait, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia, and the United Arab Emirates) and FAO. The significant outputs of this regional technical workshop were: [1] Awareness and capacity building on spatial planning for marine capture fisheries and aquaculture - a significant activity was presented by the FAO Secretariat to provide participants with the acquired knowledge on the use of spatial planning tools to support the ecosystem approach to aquaculture and fisheries (EAA/EAF). Data from remote sensing covering the RECOFI area were also shown as an example of data availability in the region. A special presentation from the commercial sector provided an insight into the data and spatial analysis skills available among RECOFI countries that could be applied to fisheries and aquaculture. [2] RECOFI Regional Spatial Planning for Marine Capture Fisheries and Aquaculture Questionnaire Survey Analysis Report - eight RECOFI Member countries fully cooperated in the completion of a subject-related questionnaire which was presented and further discussed during the workshop and served as basis for the development of a Regional Programme for Implementing a Strategy on Spatial Planning for Marine Capture Fisheries and Aquaculture. [3] Proposal for a Regional Programme for Implementing a Strategy on Spatial Planning for Marine Capture Fisheries and Aquaculture in RECOFI Member countries - presented and further developed during the regional workshop based on the outcomes of the questionnaire survey, country presentations and the working group discussions. The draft Strategy outlined short-, medium- and long-term agreed plans of activities to implement Spatial Planning for Marine Capture Fisheries and Aquaculture in RECOFI Member countries and identified activities of regional interest and importance. [4] Interim activities identified for implementation along with associated agency responsibilities prior to the next RECOFI session scheduled for May 2011.

Book excerpt: The Guidelines to Prevent and Reduce Bycatch of Marine Mammals in Capture Fisheries were produced by FAO in response to the request from the Committee on Fisheries at its Thirty-third Session in 2018 to develop technical guidelines on this subject, and are directed at decision-makers, planners, managers and all those involved in developing and implementing policy and technical interventions which relate to the bycatch of marine mammals in fisheries.The guidelines were drafted and developed through a series of activities undertaken by FAO, including the Expert Workshop on Means and Methods for Reducing Marine Mammal Mortality in Fishing and Aquaculture Operations and the Expert Meeting to Develop Technical Guidelines to Reduce Bycatch of Marine Mammals in Capture Fisheries. They outline options for marine mammal bycatch reduction through the application of technical measures, including: spatial closures, the use of acoustic deterrents or alerting devices, modifications to fishing gear, changes in fishing operations and other strategies. The document refers to policy instruments and institutional frameworks that support the implementation of the guidelines and the conservation of marine mammals, in addition to awareness raising, communication and capacity-building actions, together with the special requirements of developing States. Finally, the guidelines address the future research and development needs for the prevention and reduction of marine mammal bycatch in capture fisheries.

The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. All coastal nations should be prepared to engage actively in developing the technological, legal and financial frameworks needed to support the future development of offshore mariculture to meet global food needs. This publication describes the three major steps in spatial planning and management, namely, zoning, site selection and design of an aquaculture management area, or AMA. The rationale for and objectives of each step, the ways (methodologies) to implement it, and the means (tools) that are available to enable a methodology are described in a stepwise fashion. Recommendations to practitioner s and policy-makers are provided. A separate policy brief accompanies this paper. The benefits from spatial planning and management are numerous and include higher productivity and returns for investors, and more effective mitigation of environmental, economic and social risks, the details of which are provided in this paper. This publication is organized in two parts. Part one is the “Guidance”; it is the main body of the document and describes the processes and steps for spatial planning, incl uding aquaculture zoning, site selection and area management. Part two of the publication includes six annexes that present key topics, including: (i) binding and non-legally binding international instruments, which set the context for sustainable national aquaculture; (ii) biosecurity zoning; (iii) aquaculture certification and zonal management; (iv) an overview of key tools and models that can be used to facilitate and inform the spatial planning process; (v) case studies from ten countries – Brazil, Chile, China, Indonesia, Mexico, Oman, the Philippines, Turkey, Uganda and the United Kingdom of Great Britain and Northern Ireland; and (vi) a workshop report. The country case studies illustrate key aspects of the implementation of spatial planning and management at the national level, but mostly within local contexts.
