Book excerpt: The ecosystem approach to aquaculture provides the conceptual guideline to spatial planning and management. This publication describes the three major steps in spatial planning and management, namely, zoning, site selection and design of an aquaculture management area, or AMA. The rationale for and objectives of each step, the ways (methodologies) to implement it, and the means (tools) that are available to enable a methodology are described in a stepwise fashion. Recommendations to practitioner s and policy-makers are provided. A separate policy brief accompanies this paper. The benefits from spatial planning and management are numerous and include higher productivity and returns for investors, and more effective mitigation of environmental, economic and social risks, the details of which are provided in this paper. This publication is organized in two parts. Part one is the “Guidance”; it is the main body of the document and describes the processes and steps for spatial planning, incl uding aquaculture zoning, site selection and area management. Part two of the publication includes six annexes that present key topics, including: (i) binding and non-legally binding international instruments, which set the context for sustainable national aquaculture; (ii) biosecurity zoning; (iii) aquaculture certification and zonal management; (iv) an overview of key tools and models that can be used to facilitate and inform the spatial planning process; (v) case studies from ten countries – Brazil, Chile, China, Indonesia, Mexico, Oman, the Philippines, Turkey, Uganda and the United Kingdom of Great Britain and Northern Ireland; and (vi) a workshop report. The country case studies illustrate key aspects of the implementation of spatial planning and management at the national level, but mostly within local contexts.

Book excerpt: The Workshop on Bycatch Management and Low-impact Fishing held in Kuwait City, the State of Kuwait, on 9-12 December 2012 was convened to develop the concept of a Regional Action Plan on how bycatch can be more effectively managed and to reduce impacts of fishing on the environment. The meeting reviewed the current knowledge on bycatch in the Regional Commission for Fisheries (RECOFI) / Gulf Cooperation Council region and considered priority follow-up action. The workshop adopted a draft concept document in the form of a Regional Action Plan for managing the environmental impacts of fishing in the RECOFI region. Workshop participants agreed that the primary objective a regional action plan was to ensure the longterm livelihoods of those involved in the fisheries sector through the adoption of responsible fishing practices and that elements of the plan should interalia: (i) prioritize responsible fishing through embedding the ecosystem approach to fisheries (EAF) in relevant national policies, (ii) minimize the impact of trawling on the sensitive habitats and reduce the impact on vulnerable species, both target and non-target, (iii) provide a rational approach to fleets for reducing bycatch, discards and gear loss, (iv) adopt a comprehensive approach that recognizes the differing environmental, economic and social conditions of the various fisheries within the region, (v) raise awareness, train and incentivize stakeholders about sustainable fishing Workshop participants also agreed that the stages of the regional action plan should include as a priority: a regional analysis and diagnosis followed by action implementation.

Book excerpt: This document contains the report of the subregional training workshop on the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and fisheries for the Caribbean Countries, jointly organized by the Development Law Service of the FAO Legal Office and the CITES Secretariat, in collaboration with the FAO Regional Office for Latin America and the Caribbean, the FAO Subregional Office for the Caribbean, and the FAO Offices in the concerned countries. The workshop was held virtually from 30 May to 2 June 2022. The workshop aimed at raising awareness and strengthening the understanding of CITES implementation in the fisheries sector; introducing and training participants on the use of the FAO-CITES Legal Study and Guide; and identifying countries’ needs and interests in enhancing national fisheries legislation for a better implementation of CITES in the fisheries sector. A total of 106 participants joined the workshop, from eleven Caribbean Countries (the Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago), other invited CITES parties (European Union and the United States of America), the Western Central Atlantic Fishery Commission, the UN Conference on Trade and Development, the CITES Secretariat and FAO.The four-day programme included presentations on CITES key principles and requirements and their applicability in the fisheries sector; clarifications on commercially exploited aquatic species listed in CITES Appendix II; opportunities for collaboration between CITES and fisheries authorities; correlations between CITES and fisheries management; an introduction on how to use the FAO-CITES Legal Study and Guide; the relevance of FAO’s PSMA and CDS; and knowledge-sharing on practical experiences of CITES implementation at national and regional levels.This is the second of a series of subregional workshops on CITES and fisheries, organized by the CITES Secretariat and FAO. The first subregional workshop was held with Pacific Island countries. The next subregional workshop is planned for certain Latin American countries in 2023.

Book excerpt: This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.

Book excerpt: The Near East and North Africa (NENA) region covers 18 countries and territories: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Syrian Arab Republic, Tunisia, United Arab Emirates, Western Sahara and Yemen with a total land area of 9.8 million km2. The region is mostly arid or semi-arid but has extensive coastlines and includes a wide range of different economies from high income, hydrocarbon-rich countries to low-income states, some of which have been severely impacted by conflict in recent years. NENA aquaculture production was worth USD 2.3 billion in 2018, two-thirds of which came from Egypt and around one-quarter from Saudi Arabia. Production has grown rapidly since the 1980s, more than doubling over ten years and increasing by 50 percent over the five years preceding 2018 to reach 1.7 million tonnes. Egyptian fish farms accounted for 92 percent of production and Saudi Arabia for 4.2 percent while other significant producers included Iraq (25 737 tonnes), Tunisia (21 826 tonnes), Algeria (5 100 tonnes), the United Arab Emirates (3 350 tonnes) and the Syrian Arab Republic (2 350 tonnes). Although current aquaculture production levels are low, all these countries have high ambitions with further developing the sector, often for improved food self-sufficiency.
