Book excerpt: This document contains the report of the FAO/RECOFI Regional Workshop to Combat Illegal, Unreported and Unregulated Fishing, which was held in Muscat, Oman, from 30 March to 2 April 2009. The objective of the Workshop was to develop national capacity and promote regional coordination so that countries would be better placed to combat illegal, unreported and unregulated (IUU) fishing activities, including through the development and implementation of relevant international fisheries instruments, taking appropriate measures at regional level and elaborating national plans of action to combat IUU fishing (NPOAs-IUU). The Workshop addressed: the nature, scope and impacts of IUU fishing; the international policy and framework to combat IUU fishing; the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing; FAO Fisheries Technical Guidelines No. 9 and the development and role of NPOAs-IUU; port State measures to combat IUU fishing; the role of the flag State in combating IUU fishing; the state of fishery legislation in RECOFI Members and regional cooperation to defeat IUU fishing through regional fisheries management organizations or arrangements and regional plans of action to combat IUU fishing. Working groups were formed to enhance the participatory nature of the Workshop and as a means of engendering broader and deeper discussion on concepts and issues relating to IUU fishing. Participants considered a list of IUU fishing issues that had been distilled from discussion in the Workshop. For each issue they were requested to identify an appropriate tool for overcoming the constraint or problem, action to be taken and expected results for small-scale and industrial-scale fisheries at the national and regional levels. The final session of the Workshop entitled "Brainstorming: looking ahead - national, regional and international follow-up to the Workshop" sought to identify outcomes that could be addressed further by the RECOFI Working Group on Fisheries Management. Funding and support for the Workshop were provided by the FAO Regular Programme, RECOFI and the Governments of Oman and Sweden.

The objective of the Workshop was to develop national capacity and promote bilateral, sub-regional and/or regional coordination so that countries will be better placed to strengthen and harmonize port State measures and, as a result, implement the relevant International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) tools and the FAO Model Scheme and contribute to the development of a legally-binding instrument on port State measures. The Workshop addressed: background and framework for port State measures; global and regional issues relating to IUU fishing and port State measures, and the 2005 FAO Model Scheme on Port State Measures to Combat IUU Fishing; the 2007 draft Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing and the implementation of regional and national port State measures; adoption and implementation of port State measures by regional fisheries management organizations (RFMOs) and the implementation of measures in the Southern and East Africa subregion; operational and information requirements for effective port State measures; industry perspectives on port State measures and national responses to questionnaires; and key issues for further action and cooperation in strengthening and harmonizing port State measures. Working groups were formed to enhance the participatory nature of the Workshop and as a means of engendering broader and deeper discussion on concepts and issues relating to port State measures. In one exercise they addressed various aspects of port State measures, and recommended and prioritized areas for regional cooperation in implementing port State measures. They also identified further types of support needed to implement port State measures and in another exercise they considered certain thematic aspects relating to the FAO Model Scheme and the draft Agreement on port State measures. This exercise included legal aspects, information requirements, systems and inspection procedures, the results of inspection and training. Funding and support for the Workshop were provided by the FAO Regular Programme, by the Government of Norway through the Trust Fund for Port State Measures (MTF/GLO/206/MUL) and the FishCode Programme (MTF/GLO/125/MUL [Sweden-SIDA] [SWE/05/IUU Port State Measures/IUU fishing]). Funding was also provided by the UK Department for International Development (DFID).

The Part 6 Working Group also discussed the status of implementation of the Terms of Reference for the Funding Mechanisms under Part 6 of the PSMA, and noted the need to increase funding to assist developing States in the implementation of the Agreement through, among others: (i) earmarked contributions to FAO for specific project(s) and programme(s); (ii) contributions to the multilateral partner PSMA Part 6 Trust Fund administered by FAO.

Book excerpt: Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

Book excerpt: In recognition of the fisheries sector’s contributions and responsibilities to the global goals, the Sustainable Development Goal Target 14 - Conserve and sustainably use the oceans, seas and marine resources for sustainable development - includes a target and monitoring indicator specifically related to the sustainability of fish stocks which aims to monitor the proportion of fish stocks within biologically sustainable levels in order to achieve the target of restoring fish stocks in the shortest time feasible. As part of a larger workshop series on the SDG 14.4.1, the community of Regional Commission for Fisheries (RECOFI) countries were invited to participate in a special 3-hour introductory session on 5 August 2021 to present the indicator and reporting process, and participate in discussions towards a reference list of stocks for each country and for the region.

The outcomes contained in this report were recommended to RECOFI for endorsement and are a matter of record for the Commission. RECOFI's mandate, and specifically those of the WGFM contribute to serving FAO's better production, specifically BP2: Blue Transformation. Notably, the meeting endorsed a programme of work on aquaculture for RECOFI.

The WGFM addressed and made decisions on matters concerning relevant follow-up to the sixth session of RECOFI and the fourth session of the RECOFI WGFM. An update on the programme of work and budget for the biennium for 2011-12 in relation to the WGFM was considered and arrangements for a number of activities finalized in terms of dates, locations and funding. A proposal by the Sultanate of Oman on illegal, unreported and unregulated (IUU) fishing in the RECOFI region was addressed again and Members undertook to follow up on assessing IUU fishing in their respective countries through the completion of a questionnaire that would be circulated prior to the sixth meeting of the WGFM in Qatar in October 2012. The WGFM considered in detail progress towards the implementation of the RECOFI Recommendation on Minimum Data Reporting (Recommendation RECOFI/6/2011/1). A preliminary review of stock and fisheries status indicators to be produced from the RECOFI fishery management database, building on past work, was reviewed and progressed. The meeting considered a RECOFI scientific working group to provide scientific advice to the Commission on aquaculture and fishery management. This matter will be addressed further at the seventh session of RECOFI in May 2013. The final substantive item addressed on the agenda was RECOFI cooperation with the Fishery Resources Monitoring System (FIRMS). The next meeting of the WGFM will be held in Qatar from 21 to 23 October 2012--
