Book excerpt: The FAO Expert Workshop on Methods and Indicators for Evaluating the Contribution of Small-scale Aquaculture to Sustainable Rural Development held in Nha Trang, Viet Nam, from 24 to 28 November 2009, attempted to develop an indicator system to measure the contribution of SSA. The workshop used a number of processes and steps in the developing the indicator system, including: (i) understanding the subject of measurements; (ii) identifying an analytical framework and ratting criteria (iii) developing a list of SSA contributions; (iv) categorising the contributions; (v) devising and organising the indicators of contribution; and (vi) measuring the indicators. The major outcome was the development, through an iterative process, of an indicator system which can provide a good measure of the contribution of SSA based on agreed criteria (accuracy, measurability and efficiency) and the sustainable livelihood approach analytical framework which consists of five capital assets (human, financial, physical, social and natural) and can be used for various livelihoods options.

As in past editions, the publication begins with a global analysis of trends in fisheries and aquaculture production, stocks, processing and use, trade and consumption, based on the latest official statistics, along with a review of the status of the world’s fishing fleets and human engagement and governance in the sector. Topics explored in Parts 2 to 4 include aquatic biodiversity; the ecosystem approach to fisheries and to aquaculture; climate change impacts and responses; the sector’s contribution to food security and human nutrition; and issues related to international trade, consumer protection and sustainable value chains. Global developments in combating illegal, unreported and unregulated fishing, selected ocean pollution concerns and FAO’s efforts to improve capture fishery data are also discussed. The issue concludes with the outlook for the sector, including projections to 2030. As always, The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to- date information to a wide audience, including policy-makers, managers, scientists, stakeholders and indeed all those interested in the fisheries and aquaculture sector.

The expert workshop carefully looked at each of the 14 Nha Trang SSA indicators and its applicability to the wide spectrum of SSA systems, based on the outcomes of the three country pilot tests covering seven SSA types, and the cross-country analysis/regional synthesis. The expert workshop brought forward a number of issues/concerns with respect to methodology, direct attribution to SRD, source of data and constraints in data collection. Recommendations were provided on which of the 14 Nha Trang indicators need further refining, merging, and/or deleting from the list, additional indicators as well as some aspects of the methodology used.

Book excerpt: The project “Creating an enabling environment for securing sustainable small-scale fisheries” (GCP/GLO/965/SWE), funded by the Swedish International Development Cooperation Agency (SIDA), supports the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] It does so by, inter alia, improving relevant legal frameworks applicable to small-scale fisheries and reducing marginalization of small-scale fisheries stakeholders in decision-making processes. [Author] The project works with a wide range of stakeholders, ranging from small-scale fishing communities and organizations, to governments, nongovernmental organizations (NGOs) and academia, in both marine and inland waters. [Author] The project, initiated in December 2018, was designed under the FAO Umbrella Programme for the Promotion and Application of the SSF Guidelines (PGM/MUL/2015-2020/SSF) – Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods. [Author] Activities under the project first started in Cabo Verde, Costa Rica, Côte d’Ivoire, Madagascar, Myanmar, Namibia, Oman, Philippines, Senegal and United Republic of Tanzania. [Author] In subsequent phases of the project, support was further extended upon ad hoc requests to other countries, such as Mozambique, and to a number of small-scale fisheries organizations, civil society orgranizations (CSOs) and NGOs. [Author] The project fosters synergies with the project implementing the SSF Guidelines for gender-equitable and climate resilient food systems and livelihoods’ supported through the Norwegian Agency for Development Cooperation (Norad). [Author] A workshop on this project with project countries and partners brought together people to share experiences and lessons learned from the project. [Author] The workshop, which took place in Rome, Italy, from 14 to 16 November 2023, hosted discussions on the additional followup support that is required to further facilitate the implementation of the SSF Guidelines at national, regional and global level, hence contributing to a more sustainable small-scale fisheries sector. [Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice. [Author] This workshop focused on sub-Saharan Africa as a starting point; however, in the future, collaboration and support could extend to other regions. [Author] The workshop concluded that there is considerable value in both the IHH approach and the data already collected that can be capitalized on, at both national and regional levels, taking country priorities into account. [Author] Small-scale fisheries organizations should be further empowered for engagement in relevant policy processes by equipping them with IHH data and information, and partnerships should be sought also outside the fisheries sector. [Author] Tailored communication pathways and products for diverse audiences will be needed, including multiple language translations and simplified versions of the IHH report. The experts were invited to advice on tools and reference materials to perform the evaluation process envisaged in the Guidebook. The experts’ inputs and recommendations received on best practices, indicators, examples of approaches for measuring the indicators, suggested tools and resources will be employed to improve the Toolbox and the Guidebook.

This report summarizes the presentations and main discussions of the Workshop, and provides recommendations for facilitating the work by countries on SDG indicator 14.4.1.

The workshop stressed the need to include fisheries and aquaculture, especially the small-scale subsectors, into poverty alleviation, food security and disaster risk reduction policies and programmes. These should be informed by a human rights approach to development. The challenges to advance the poverty alleviation and food security agendas are considerable. Concerted efforts and partnerships at different levels and scales are needed and interventions should be firmly anchored in the regional, national and local context. It is vital to build up national and local ownership in accordance with the Paris Declaration and this should be a key requirement for the inception phase and beyond.
