Twenty-nine fisheries and bycatch experts and observers from FAO Members participated in the meeting: Argentina, Australia, Brazil, Canada, Chile, Denmark, Iceland, Japan, Norway, Russian Federation, Sweden, and the United States of America. The meeting was also attended by experts from various regional and international organizations. The meeting aimed to prepare “Technical guidelines to reduce bycatch of marine mammals in capture fisheries” that are directed at decision-makers, planners, managers, and all those involved in developing and implementing policy and technical interventions relevant to the bycatch of marine mammals in fisheries. The meeting was organized by FAO in response to the request from the Committee on Fisheries at its 33rd session in 2018 to develop technical guidelines on this subject. At the meeting the experts reviewed and discussed technical measures that can be applied for the reduction of bycatch of marine mammals in fisheries, including: time-area closures, acoustic deterrents, modifications to fishing gears and changes in fishing operations.

They outline options for marine mammal bycatch reduction through the application of technical measures, including: spatial closures, the use of acoustic deterrents or alerting devices, modifications to fishing gear, changes in fishing operations and other strategies. The document refers to policy instruments and institutional frameworks that support the implementation of the guidelines and the conservation of marine mammals, in addition to awareness raising, communication and capacity-building actions, together with the special requirements of developing States. Finally, the guidelines address the future research and development needs for the prevention and reduction of marine mammal bycatch in capture fisheries.

Book excerpt: Potentially harmful contact between fisheries and marine vulnerable species represents a global conservation issue and efforts to mitigate the negative repercussions of these interactions belong in strategies for ensuring the sustainability of fisheries. This literature review offers a survey of mitigation measures and techniques that have been developed and tested around the world, aiming to address both the incidental catch of highly mobile species – specifically, cetaceans, seabirds, sharks and rays, and sea turtles – and depredation caused by dolphins. Based on research detailed in over 300 documents, including peer-reviewed publications, reports from international organizations and papers available on the internet, most of the mitigation techniques illustrated are still under development, with only a few already adopted through legislation. The selected mitigation measures are grouped by main types of fishing gear – gillnets and trammel nets, longlines and lines, trawls, purse seines, traps and pots – and further subdivided according to which of the four main groups of vulnerable species – cetaceans, seabirds, sharks and rays, or sea turtles – they are designed to protect. Preventive and curative approaches covering both technical measures (gear modifications, strategies, as well as acoustic, visual, magnetic and chemosensory deterrents) and management measures are described.

Book excerpt: This third update of FAO’s global discard estimate adopted the ‘fishery-by-fishery’ approach employed in the second discards assessment published in 2005. The update included publicly available discard data in the last 20 years to establish a baseline of a time series of global marine fisheries discards. This is essential for monitoring the status and trends of discard management, which is the first step of the ecosystem approach to fisheries management cycle. In addition, the study developed a new fisheries data table incorporating landings data from the FAO Global Capture Production dataset (FishStat J) from 2010 to 2014, which allocated the landings to over 2 000 fisheries worldwide. The current study estimated that the annual discards from global marine capture fisheries between 2010 and 2014 was 9.1 million tonnes (95% CI: 6.7 – 16.1 million tonnes). About 46 percent (4.2 million tonnes) of total annual discards were from bottom trawls that included otter trawls, shrimp trawls, pair bottom trawls, twin otter trawls and beam trawls. The study included a synthesis of estimates of bycatch and discards of endangered, threatened and protected (ETP) species. Substantial advances have been made in quantifying fisheries interactions with such species so as to make informed decisions on their protection. However, many challenges remain, especially for small-scale fisheries. The development of standardized data collection techniques, risk-based sampling and sharing of data across agencies and regions will help to identify management priorities and allow implementation and enforcement of mitigation measures. A review of previous research showed that discard practices were often related to a wide range of factors, so it is difficult to assess the effectiveness of fishery management actions on the amount and practice of discards. Many regulations are inconsistently enforced, and their implementation is often less strict than intended. Piecemeal approaches in many bycatch and discards management measures can result in unintended cross-taxa conflicts, where regulations designed to reduce bycatch and/or discards of one species or species group may increase bycatch and/or discards of another. Examination of approaches to accounting for and mitigating against pre-catch, post-capture and ghost fishing mortalities demonstrates that an understanding of the relative importance of factors affecting indirect fishing mortality is necessary for estimating total fishing-induced mortality and for designing and implementing mitigation measures.

Experts from Grenada, Sweden and FAO made presentations on global and regional aspects of safety at sea that enriched the information provided to the delegates. Book excerpt: One of the most contentious issues in management of marine fisheries is the use of mobile bottom contacting gears, mainly trawls and dredges. There are growing concerns about the overall ecosystem impacts of bottom trawling. Some countries have banned bottom trawling and some major retailers refuse to stock fish caught using bottom trawl gears. However, such decisions are not always based on the best available scientific advice. The initiative “Finding common ground on the scientific knowledge regarding trawling best practices (TBP)” is an international collaboration of leaders in the scientific community to understand how trawling and other forms of towed bottom-contacting gears interact with seabed habitats and their biota. An analysis of the datasets to which the project has had access has revealed an underrepresentation of fisheries from tropical regions. Bottom trawl fishery is important in the region because it provides food and livelihoods for a large number of people. The TBP project in collaboration with FAO held an expert workshop in 2014 in Bangkok (Thailand) covering South and Southeast Asia and another workshop in 2016 in Cartagena (Colombia) covering the Latin American region. It was considered important to address the data gap and to engage stakeholders in Africa to raise awareness about potential best practices for trawling. Therefore, the TBP project, in collaboration with FAO, conducted a workshop on use of best available science in developing and promoting best practices for trawl fishing operations in Africa in March 2017 in Marrakech, Morocco. Key research institutions, universities, organizations and independent experts involved in data collection and research on assessment and/or management of ecosystem impacts of bottom trawling in Africa were invited to attend the workshop. The workshop first summarized the progress made in the five phases of the project and then (i) identified availability of data on spatial distribution of trawling activities, source of data as well as gaps in knowledge in the African region; (ii) evaluated availability and applicability of data on habitat, bycatch and ecosystem impacts of bottom trawling in the region; (iii) began to assemble data on trawling intensity in representative ecosystems; and (iv) developed an arrangement for expertise and data sharing, and for continuing to collaborate to develop best practices for trawling to enhance sustainability of marine ecosystem that contribute to food security and livelihoods in Africa.
