Since that report, changes have occurred in offshore exploration technology, the science base for assessing impacts of offshore exploration, and the mechanisms for involving the public in the review & approval of offshore activities. This document reviews these changes in relation to the panel's recommendations. It begins with background on the changes in the social & government setting since 1986 that have a bearing on the panel recommendations. The document then reviews the offshore hydrocarbon potential in British Columbia waters, noting the importance of recent work by the Geological Survey of Canada, and concludes with a summary of the industry position on the moratorium on offshore exploration.
