Book excerpt: The Expert Meeting to “Develop Technical guidelines to reduce bycatch of marine mammals in capture fisheries” was held in Rome, Italy, on 17-19 September 2019. Twenty-nine fisheries and bycatch experts and observers from FAO Members participated in the meeting: Argentina, Australia, Brazil, Canada, Chile, Denmark, Iceland, Japan, Norway, Russian Federation, Sweden, and the United States of America. The meeting was also attended by experts from various regional and international organizations. The meeting aimed to prepare “Technical guidelines to reduce bycatch of marine mammals in capture fisheries” that are directed at decision-makers, planners, managers, and all those involved in developing and implementing policy and technical interventions relevant to the bycatch of marine mammals in fisheries. The meeting was organized by FAO in response to the request from the Committee on Fisheries at its 33rd session in 2018 to develop technical guidelines on this subject. At the meeting the experts reviewed and discussed technical measures that can be applied for the reduction of bycatch of marine mammals in fisheries, including: time-area closures, acoustic deterrents, modifications to fishing gears and changes in fishing operations.

The meeting was hosted by FAO in close collaboration with the Shanghai Ocean University. More than 120 fishing technologists, scientists and other stakeholders, representing 23 countries from Europe, North America, Latin America and the Caribbean, and Asia, attended this meeting. This report summarizes the four-day symposium, on “Responsible Fishing Technology for Healthy Ecosystems and a Clean Environment”, which was organized as part of the 2019 annual meeting of the ICES-FAO WGFTFB. The symposium comprised eight thematic sessions: (i) abandoned, lost and otherwise discarded fishing gear (ALDFG): assessment of quantity and measures to prevent ALDFG and its impact; (ii) interactions of protected species in capture fisheries; (iii) light, fish behaviour and fishing; (iv) technology and management to reduce bycatch and discards; (v) selectivity of fishing gear: means and methods; (vi) new technologies for fisheries research and education; (vii) energy, technology, analysis and simulation; and (viii) Chinese fisheries - status, challenges and future. The symposium provided an opportunity for fishing technologists and other experts from ICES and FAO member countries to exchange knowledge and ideas from around the world, especially from non-ICES member countries in Asia and Latin America.

The Expert Consultation recognized that most of the provisions on procedural and institutional aspects of standard setting, accreditation and certification applied equally to both marine and inland capture fisheries. However, there were some instances where the specific characteristics of inland capture fisheries including culture-based and enhanced fisheries needed to be reflected. Cases in point were the addition of hatchery managers among the interested parties in standard setting or the inclusion of the production of stocking material in the certification of a fishery.

The Committee agreed to give greater attention to small-scale fisheries and welcomed the convening of a broad-based international conference focusing specifically on small-scale fisheries.

Book excerpt: The twenty-sixth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 7 to 11 March 2005. The Committee reviewed the issues of an international character and the programme of work of the FAO Fisheries Department in fisheries and aquaculture. The Committee commended FAO on its report on the implementation of the Code of Conduct for Responsible Fisheries and its associated instruments and called for a "decade of implementation" of the various instruments developed to ensure responsible fisheries. The Committee called upon Members to accept, ratify or accede to, as appropriate, these instruments. The Committee encouraged FAO to elaborate additional guidelines in support of the Code, including one for the implementation of the International Plan of Action for the Management of Fishing Capacity. The need to initiate international negotiations on the monitoring of fishing vessels within the framework of the Code of Conduct concerning its implementation was underlined. The Committee welcomed the revised Code and Voluntary Guidelines for the Design, Construction and Equipment of Small Fishing Vessels that had been prepared by FAO, the International Labour Organization and the International Maritime Organization. The Committee expressed concern at the proliferation of international fora addressing fisheries matters, some of which lacked sound technical and scientific bases for discussion. The FAO's medium- to long-term rehabilitation strategy for the fisheries and aquaculture sector in countries affected by the Tsunami was endorsed. Guidelines on ecolabelling of fish and fishery products were adopted. The Committee agreed to give greater attention to small-scale fisheries and to allocate more resources in their support. The Committee expressed its appreciation to FAO and donor countries for giving greater attention to small-scale fisheries and for allocating more resources in their support. It welcomed the advance version of the Code of Conduct Guidelines on Enhancing the Contribution of Small-Scale Fisheries to Poverty Alleviation and Food Security. The Committee stressed that COFI and FAO should continue to provide leadership and maintain an assertive role in fisheries. The Committee commended FAO for the improvements made in the presentation of the Medium Term Plan and Preliminary Programme of Work Proposals for 2006-2007. Book excerpt: The Expert Consultation was convened by FAO in order to elaborate a framework for technical guidelines on the economic, social and institutional considerations (e.g. information processes and approaches) needed in the application of the ecosystem approach to fisheries management (EAF). The Expert Consultation provided specific guidance for the finalization of a technical paper based on a revision and elaboration of the background document presented and produced a detailed outline for the preparation of new technical guidelines. The Expert Consultation also noted the need to clearly explain the current interpretation of the term EAF, expressing the ideas of a holistic, participatory and integrated approach to fisheries management. The Expert Consultation recognized that the move towards EAF would, in many instances, be accomplished on an incremental and adaptive management basis in view of each specific context being addressed.
