Book excerpt: The Expert Consultation on Voluntary Guidelines for Transshipment was held virtually from 11 to 15 October and reconvened on 3 November 2021 to adopt this report. FAO has undertaken an in-depth global study on transshipment which confirmed that a lack of regulation, monitoring and control increases the risk of fish caught through illegal, unreported and unregulated fishing entering the seafood supply chain, undermining sustainable and socially responsible fisheries. The study was published in 2020 and a summary of the findings was presented to the Thirty-fourth Session of COFI in February 2021. COFI welcomed the study and called upon FAO to proceed with developing draft voluntary guidelines for the regulation, monitoring and control of transshipment. It also called upon FAO to convene an Expert Consultation to review the preliminary draft to be prepared by the FAO Secretariat. On the basis of that initial draft, the Expert Consultation elaborated a draft of the voluntary guidelines for transshipment that will be submitted for consideration and review by a Technical Consultation on Voluntary Guidelines for Transshipment to be held from 7 to 11 March 2022.

For this reason, the FAO Standard Specifications for the Marking and Identification of Fishing Vessels were developed and endorsed by COFI in 1989 as a voluntary instrument providing a standardized system for the identification of fishing vessels operating, or likely to operate, in waters of another State. Global developments have had an impact on the usefulness of the FAO Standard Specifications, specifically the increased use of the International Maritime Organization number as a unique vessel identifier and the establishment of the FAO’s Global Record. This document provides background to the development of the FAO Standard Specifications and the results of a study to assess the level of their adoption at the national, regional and international levels. It also describes progress in the areas of vessel identity, vessel tracking, different vessel types and catch traceability and how these impact the usefulness of the FAO Standard Specifications. Book excerpt: "These guidelines aim to help those who design routine data collection programmes, focusing on the relationship between typical questions asked by policy-makers and managers, and the data required for providing reliable answers. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.

Book excerpt: The regional dimension is key to international fisheries management policy, as demonstrated by the rapid expansion of the family of regional fisheries bodies (RFBs). There are some 50 RFBs worldwide. Most provide only advice to their members, and are hence referred to in this work as regional fisheries advisory bodies (RFABs). Regional fisheries management organizations (RFMOs) have mandates to adopt legally binding conservation and management measures based on the best scientific evidence. Global instruments and normative processes have to be implemented and translated into actions at the country and regional levels, as appropriate. In this regard, regionalization of fisheries and aquaculture governance can provide opportunities not only to address common concerns, create synergies and mainstream the global objectives of relevant UN bodies, but also to broaden outreach on the global fisheries agenda to regional partners that may not be directly concerned with fisheries, as well as to the general public. The present study provides an overview of the activities and developments of RFMOs and RFABs from 2000 to 2017. It is based on a compilation of data and information for 46 RFMOs and RFABs.
