The great interest committed to men supervision has received their vigilant attention during the past year. They have con tinned to hold regular and special meetings, as their' rules and circumstances required. They have, as usual, assigned various affairs to appropriate committees. An executive committee attends to business as exigencies arise between the meetings ofthe Board. A legislative committee confers with the committee on education appointed by the legislature. Examiners are chosen to examine candidates for scholarships, at large, and report to the Board for their final decision. The Board examine the testi monials of all applicants for scholarships in the sections, and in connection with the respective local senators, elect the most suit able candidates. The Board divide themselves into committees, as visitors of the four Normal Schools, whose reports are yearly published with the general report. The Board annually elect the secretary and treasurer, appoint agents under the legislative resolve, also appoint teachers of the Normal Schools, authorize changes and improvements in these schools and the school-houses, and regulate the distribution of appropriations made by the legislature f01 the expenses of these schools. The secretary and treasurer have faithfully discharged the duties of their respective offices, the past year, and we refer to their reports for a full account of their transactions. Book excerpt: Excerpt from Thirty-Fifth Annual Report of the Board of Education: Together With the Thirty-Fifth Annual Report of the Secretary of the Board The School Fund was originally established in 1834, in part to correct this evil, and it was then provided that a just and equal distribution of the fund should be made to Boston, and the several towns and districts throughout the Commonwealth. Since that time, the length of time the schools are required to be maintained has been greatly extended, and their character improved. Within the last ten years, the amount raised by taxation has been nearly doubled, having increased from per child in 1860, to in 1870 - 71. The income of the fund, therefore, which was then distributed, bore a much larger ratio to the whole tax than at present. The Board believes that the principle suggested is a just one, and that some appreciable portion of the burden of tax ation for schools should be assessed equally upon the whole property of the Commonwealth. It is therefore recommended that a State tax of one-half of one mill be levied with the general State tax, and the proceeds be held by the treasurer for Commissioners of the School Fund, and the net proceeds of said tax, together with the income of the School Fund, be expended, three-fourths for the support of Public Schools, without a specific appropriation, as the moiety is now expended, and the remaining one-fourth for other educational purposes. This tax will yield about on the valuation of 1865, and about on a new valuation, and will give about a year to be dis tributed among the towns, and a year for other educa tional purposes. A special report will be submitted in response to a Resolve of the last General Court, to provide for the revision of the laws relating to attendance upon the Public Schools.
