Book excerpt: Human Rights in the Shadow of Colonial Violence explores the relationship between the human rights movement emerging after 1945 and the increasing violence of decolonization. Based on material previously inaccessible in the archives of the International Committee of the Red Cross and the United Nations Human Rights Commission, this comparative study uses the Mau Mau War (1952-1956) and the Algerian War (1954-1962) to examine the policies of two major imperial powers, Britain and France. Historian Fabian Klose considers the significance of declared states of emergency, counterinsurgency strategy, and the significance of humanitarian international law in both conflicts. Klose's findings from these previously confidential archives reveal the escalating violence and oppressive tactics used by the British and French military during these anticolonial conflicts in North and East Africa, where Western powers that promoted human rights in other areas of the world were opposed to the growing global acceptance of freedom, equality, self-determination, and other postwar ideals. Practices such as collective punishment, torture, and extrajudicial killings did lasting damage to international human rights efforts until the end of decolonization. Clearly argued and meticulously researched, Human Rights in the Shadow of Colonial Violence demonstrates the mutually impacting histories of international human rights and decolonization, expanding our understanding of political violence in human rights discourse.

Book excerpt: In The Greening of Antarctica Alessandro Antonello investigates the development of an international regime of environmental protection and management between the signing of the Antarctic Treaty in 1959 and the signing of the Convention on the Conservation of Antarctic Marine Living Resources in 1980. In those two decades, the Antarctic Treaty parties and an international community of scientists reimagined what many considered a cold, sterile, and abiotic wilderness as a fragile and extensive regional ecosystem. Antonello investigates this change by analyzing the negotiations and developments surrounding four environmental agreements: the Agreed Measures for the Conservation of Antarctic Fauna and Flora in 1964; the Convention for the Conservation of Antarctic Seals in 1972; a voluntary restraint resolution on Antarctic mining in 1977; and the Convention on the Conservation of Antarctic Marine Living Resources in 1980. Though distant from world populations, Antarctica has long been a site of inter-state contest for geopolitical power and standing. This book reveals how a range of contests, geopolitical, epistemic and imaginative, created the environmental protection regime of the Antarctic Treaty System, and discusses the tension between states' individual searches for power and the collective desire for stability in the region. In this international and diplomatic context, the actors were not only trying to keep relations between themselves orderly, but they were also using treaties to order the human relationship with the environment. Drawing on a wide range of international archives, many newly-opened, The Greening of Antarctica offers the first detailed narrative of a crucial period in Antarctic history and reveals the contours of global environmental thought and diplomacy in the transformative Age of Ecology.

Book excerpt: Turkish Intelligence and the Cold War examines the hitherto unexplored history of secret intelligence cooperation between three asymmetric partners – specifically the UK, US and Turkey – from the end of the Second World War until the Turkey's first military coup d'état on 27 May 1960. The book shows that our understanding of the Cold War as a binary rivalry between the two blocs is too simple an approach and obscures important characteristics of intelligence cooperation among allies. Egemen Bezci shows that a pragmatic approach offers states new opportunities to protect national interests, by conducting ''intelligence diplomacy' to influence crucial areas such as nuclear weapons and to exploit cooperation in support of their own strategic imperatives. This study not only reveals previously-unexplored origins of secret intelligence cooperation between Turkey and West, but also contributes to wider academic debates on the nature of the Cold War by highlighting the potential agency of weaker states in the Western Alliance.

Book excerpt: According to the final declaration of the 1954 Geneva Conference regarding Vietnam, general elections were to be held in July 1956 that would lead to the reunification of North and South Vietnam. The Geneva Agreement, however, was doomed from the start, as the South Vietnamese leaders did not suscribe to it and the leaders of the Communist North saw its value as primarily a propaganda tool. By 1956 it was obvious to all that reunification in accordance with the agreement was impossible, and the North Vietnamese looked to China for advice and assistance. Based on Vietnamese, Chinese, American and British sources--many only recently made available--this work examines Sino-Vietnamese relations in the early stages of the second Indochina conflict. The progression of the Vietnamese Communists' goals from primarily political to essentially military is traced. The book shows that the Hanoi government was remarkably in control of its own decision-making.
