Book excerpt: The DSB Task Force was asked to: ̂ Assess the proposed ignition and "non-ignition" high energy density experimental physics programs at the National Ignition Facility (NIF). ̂ Assess the program's executabitity, particularly with respect to the availability of NIF and supporting technologies. ̂ Assess the overall balance and priority of activities within the proposed plan and the degree to which the proposed program of NIF experiments supports the near- and long-term goats of stockpile stewardship. ̂ Assess the extent to which the major stakeholders in NIF are effectively integrated into the plan The National Ignition Facility and planned programs of high energy density work build on a 30-year program expanding understanding of astrophysics, weapons physics, and other scientific areas of interest. The NIF adds new regimes in pressure, temperature, and density that will, given success in achieving ignition, provide visibility into the physical phenomena at the heart of nuclear explosions, astrophysics, and other very high energy density plasmas. Hence the NIF capability to produce thermonuclear burn will provide the much-needed understanding of the most important remaining question in weapons physics.

As it continues to receive a large number of mission taskings, it is imperative that DoD equipment be maintained at an acceptable level of material condition so that it may be employed safely and effectively when required, often in harsh and physically demanding environments. However, both the material condition and safety of DoD equipment are routinely being undermined by the effects of corrosion. The dollar cost of corrosion to DoD has been estimated by the Government Accountability Office (GAO) to be $10-20 billion per year. Aggressive action is needed at every stage in the life cycle of this equipment during design, materials selection, construction, operation, and maintenance to reduce the negative effects of corrosion. At the request of the Acting Under Secretary of Defense for Acquisition, Technology and Logistics (USDAT & L) and the Deputy Under Secretary of Defense for Logistics and Materiel Readiness, the Defense Science Board (DSB) formed a task force to address corrosion control efforts within the DoD. There are two major areas of concern with respect to corrosion for DoD the Services' weapon systems, including platforms, electronics and munitions, and the supporting infrastructure, including facilities, bases, and ports. Due to the direct impact of weapon system corrosion on combat readiness, the Task Force focused its attention on the former, although both areas are critical to DoD, and much of the subsequent discussion applies to both.

Book excerpt: An Interim Report on Assuring DoD a Strong Science, Technology, Engineering, and Mathematics (STEM) Workforce is a report on the science, technology, mathematics, and engineering (STEM) workforce of the Department of Defense (DOD) and the U.S. defense industrial base is part of an 18-month study to assess the STEM capabilities that the DOD will need in order to meet its goals, objectives, and priorities. This study also assesses whether the current DOD workforce and strategy will meet those needs; and indentifies and evaluates options and recommends strategies that the department could use to help meet its future STEM needs. This study was undertaken by the National Academy of Engineering and the National Research Council. This report was issued for the purpose of assisting Assistant Secretary of Defense for Research and Engineering with its fiscal year 2012 planning process and with laying the groundwork for future years. Earlier in the project, the Committee on Science, Technology, Engineering, and Mathematics Workforce Needs for the U.S. Department of Defense and the U.S. Defense Industrial Base convened a workshop on August 1 and 2, 2011, in Rosslyn, Virginia. This workshop met for the purpose of gathering a broad range of views from the public sector and the private sector. This includes major defense contractors, and from nongovernmental organizations (NGOs), all of which are stakeholders in the future STEM workforce. At the conclusion of this study, a final report will be released.

The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.

Book excerpt: The three National Nuclear Security Administration (NNSA) national security laboratories--Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratories (SNL)--are a major component of the U.S. government's laboratory complex and of the national science and technology base. These laboratories are large, diverse, highly respected institutions with broad programs in basic sciences, applied sciences, technology development, and engineering; and they are home to world-class staff and facilities. Under a recent interagency agreement between the Department of Energy (DOE), Department of Defense, Department of Homeland Security, and the intelligence community, they are evolving to serve the needs of the broad national security community. Despite this broadening of substance and support, these laboratories remain the unique locus of science and engineering (S&E) for the U.S. nuclear weapons program, including, most significantly, the science-based stockpile stewardship program and the S&E basis for analyzing and understanding nuclear weapon developments of other nations and non-state actors. The National Research Council (NRC) was asked by Congress to assess the quality of S&E and the management of S&E at these three laboratories. The Quality of Science and Engineering at the NNSA National Security Laboratories is the second of two reports produced as part of this study. This report assesses the quality of S&E in terms of the capability of the laboratories to perform the necessary tasks to execute the laboratories' missions, both at present and in the future. The report identifies the following as four basic pillars of stockpile stewardship and non-proliferation analysis: (1) the weapons design; (2) systems engineering and understanding of the effects of aging on system performance; (3) weapons science base; and (4) modeling and simulation, which provides a capability to integrate theory, experimental data, and system design. The Quality of Science and Engineering at the NNSA National Security Laboratories offers a snapshot of the present with an eye to the future. This report discusses the current state of S&E and makes recommendations to maintain robust programs.
