The Task Force members and the Advisors have unanimously concluded that the present situation, in which the Services develop and maintain multiple Service-unique military personnel and pay systems, has led to significant functional shortcomings (particularly in the Joint arena) and excessive costs for system development and maintenance for the Department of Defense. Moreover, it is clear to the members that there are no technical, functional or programmatic barriers which preclude the realization of a common system that can support all Services and all components. The report, therefore, recommends a single, fully integrated personnel and pay system to be used by all components. The report further includes supporting recommendations on functional and technical criteria for the objective system; a transition strategy; and a management structure. It also recommends assignment of responsibilities for implementation.

Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DoD) employs more than three million people. Nearly half of its personnel, 1.44 million, are active duty military. About 870,000 Reservists, composed of 410,000 Selected Reservists and 460,000 National Guard personnel, add to the active duty force. Civilian personnel make up the remaining workforce, numbering about 730,000. These three million employees are supported by an array of defense contractors providing a wide variety of goods and services to the Department. Moreover, the Department spends more than half of its $270 billion budget on pay and allowances alone. With a workforce this large, varied, diverse, and important, it is not surprising that its management is a uniquely challenging undertaking. The human resource challenges facing DoD have changed rapidly over the last decade as a result of many factors. A robust economy, civilian sector competition for employees to fill high-technology positions, declining American public interest in public service, major changes in the Department's missions and operational tempo, and a significant downsizing of the Department's workforce are a few examples. Reducing the size of the overall workforce by more than a million personnel, from a high in 1987 of 4.1 million, has left in place a very different force distribution - in age, education, and skill.

Book excerpt: In 1995, the Navy began developing the Navy Standard Integrated Personnel System to replace four legacy systems. The Navy declared that it needed a standard, single point-of-entry system for personnel and pay data collection at the field-level, ashore and afloat, On July 10, 1995, the Major Automated Information Systems Review Council (Council) approved Milestone 0 for the Navy System. While approving the milestone, the Council also stated that the Navy System should incorporate the core capabilities of a common DoD-wide military personnel system. This common system, which has also been referred to as the objective system, subsequently was designated as the Defense Integrated Military Human Resources System. In the following year, the Defense Science Board Task Force on Military Personnel Information Management further recommended requirements for the objective system. Concurrently, the Defense Science Board report recommended that the Navy redirect its efforts and develop its new system by broadening the development of the Navy System to encompass the objective system requirements and subsequently become the field-level entry system for the Defense Integrated Military Human Resources System.

The report focuses on the Department's readiness management and oversight processes, especially key indicators for measuring readiness and candidate methodologies for providing early warning of potential readiness problem and on other matters affecting individual and collective readiness. The Task Force did not look in detail into acquisition, technology, or industrial base issues related to readiness; the adequacy of forces to carry out the Bottom-Up Review; or nuclear forces strategy and requirements. The Task Force concluded that although there are some downward indicators, the general readiness posture of today's conventional and unconventional forces is acceptable in most measurable areas. However, the Task Force reported that is observed enough concerns that they were convinced that unless the Department of Defense and the Congress focus on readiness, the armed forces could slip into a 'hollow' status. For analytical purposes, the Task Force divided readiness into three levels: unit, joint (and combined) force, and national. The Task Force found that there currently exists a well-defined reporting system to evaluate the current readiness of combat and support units. It found the Department's systems for predicting future unit readiness significantly less mature and less comprehensive. The Task Force determined that the Department has neither a clear definition of joint readiness nor of a system to measure it. At the highest level, national readiness is important to ensure that our forces have sufficient readiness to carry out our National Military Strategy. The Task Force deferred judgment on this level of readiness.

Book excerpt: In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.

At the core of accelerated global integration-at once its principal cause and consequence-is the information revolution, which is knocking down once-formidable barriers of physical distance, blurring national boundaries and creating cross-border communities of all types.

The report itself has a training goal: instruct and convince the acquisition and personnel communities to recognize instinctively that (1) military proficiency is as dependent on the warriors who operate weapon systems as it is on the weapon system technology, and (2) a superb way to waste personnel or system acquisition money is to ignore training, or to tacitly allow training to pay the bills for acquisition or personnel system flaws in those more measurable arenas. Achieving this goal may take some time. Our first in 2001. Some of our recommendations have been implemented. Most have not. We will present a report card on their implementation in the executive summary. Nevertheless, either because of or in spite of our first report, there seems to be an increase in general awareness of the importance of training to warfare proficiency within the training communities. Less awareness exists outside them. The task force work described in this report is aimed at determining how our forces must prepare for conflicts in the future, 10 to 20 years from now.

The civilian members are appointed by the Secretary of Defense on the basis of the Under Secretary of Defense for Research and Engineering's (USDRE's) recommendations and the members' preeminence in the fields of research and engineering. DSB conducts its work primarily through task forces. In August 1981, USDRE requested that the DSB Chair convene a task force on embedded computer resources acquisition and management. The task force included 11 members and an executive secretary. Four military observers provided the military perspectives to the task force and acted as a communications link between the services and the task force.
