Book The Defense Science Board 1998 Summer Study Task Force on DoD Logistics Transformation Volume 1 Final Report

Download or read book The Defense Science Board 1998 Summer Study Task Force on DoD Logistics Transformation Volume 1 Final Report written by and published by . This book was released on 1998 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report summarizes the work of the Defense Science Board Summer Study Task Force on Department of Defense (DoD) Logistics Transformation. The Summer Study was tasked to recommend actions to be taken that achieve a true transformation, not marginal improvements to the U.S. military logistics system. The Study emphasized several points: (1) The principal operational challenge facing the U.S. military in the 21st Century is strengthening and preserving its capability for early, then continuous, application of dominant control effects across the full spectrum of conflict; (2) The military logistics system is a critical enabler of deployment, then sustainment, of dominant full-spectrum engagement effects; (3) Today's U.S. military suffers from a separation of logistics from operations and a reliance on mass, rather than efficiency and certainty, to be effective - the logistics system frequently constrains operations and drains scarce resources needed for force modernization; (4) Failure to seamlessly blend military logistics with operations will be a showstopper for DoD's planned Revolution in Military Affairs (RMA); (5) DoD must recognize that logistics transformation is a BIG DEAL; and (6) A transformed logistics system can be responsive to CINC needs, support rapid closure of combat power, permit a smaller footprint, be more agile and responsive than today's system, fully integrate business processes and information systems, be well integrated with industry, and be significantly less expensive. The study consists of two volumes. Volume 1 is a summary of the findings and recommendations of the task Force. This volume contains a brief Executive Summary, the Task Force briefing charts with facing page text, and four appendices. Volume 2 contains the sub-panel reports of the Task Force, These reports examined Requirements, Deployment, Sustainment, and New Capabilities. The majority of the report (Volume 1) consists of briefing charts.

Book Report of the 1998 Defense Science Board DSB Task Force on DoD Warfighting Transformation

Download or read book Report of the 1998 Defense Science Board DSB Task Force on DoD Warfighting Transformation written by United States. Defense Science Board and published by . This book was released on 1999 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Science Board (DSB) Warfighting Transformation Task Force was charged with reviewing the transformation activities underway in the Department of Defense (DoD) to: * provide an independent, comprehensive picture of transformation efforts that encompasses processes, organizational responsibilities, and anticipated products; * identify opportunities to enhance, as well as the obstacles to, transformation progress; and * recommend Criteria to gauge progress over the next several years. Transformation efforts within DoD today involve an inevitable tension between dealing with today's problems and preparing for tomorrow's. But an even more formidable tension exists between alternative views of tomorrow's challenges and between competing approaches to address them. Transformation is about defining and implementing a vision of the future different from the one embedded, if only implicitly, in DoD's current plans and programs. Such a transformation requires powerful, high-level support to survive in today's resource-competitive environment.

Book Report of the Defense Science Board Task Force on Contractor Logistics in Support of Contingency Operations

Download or read book Report of the Defense Science Board Task Force on Contractor Logistics in Support of Contingency Operations written by United States. Defense Science Board. Task Force on Contractor Logistics in Support of Contingency Operations and published by . This book was released on 2014 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In March 2012, the Under Secretary of Defense for Acquisition, Technology, and Logistics directed the Defense Science Board to study contractor logistics in support of contingency operations. Early in its work, the task force found that contractor logistics support (CLS) is defined in current doctrine as support to contractor-provided weapons systems in deployed military operations, usually provided by the manufacturer of the system. This is contrasted with the broader operational contract support (OCS), defined as the ability to orchestrate and synchronize the provision of integrated contract support and management of contractor personnel providing support to the Joint Force within a designated operational area. Based on clarifying discussions with the Congressional staff requesting the study, the task force focused its study on this broader scope of OCS. This broader definition encompasses contracts executed and managed in theater, but may be written and awarded in theater or in the United States, and applies to personnel supporting these contracts who may be U.S. citizens, local nationals, or third country nationals. The task force's findings and recommendations are based on presentations by and discussions with senior military and civilian leadership across key organizations associated with operational contract support. These included Department of Defense representatives from the Office of the Secretary of Defense, the Joint Chiefs of Staff, Combatant Commands, and Defense agencies. Past and current large operational support contractors also provided inputs. The task force also heard from panels of experts with relevant experience in recent conflicts on the topics of operational command, contract management and contracting officers, training and education, and combating trafficking in persons. The intent of the task force was to set the stage for future use of contracted support in contingency operations rather than to 'fight the last war.' To do this, the task force analyzed data from several recent contingency operations, both military and humanitarian efforts, to illustrate and understand the role of contracted support of military operations. While the length and scope of recent actions in Iraq and Afghanistan may not be repeated, many valuable lessons can be learned from these experiences that might apply to future military conflicts and humanitarian efforts"--Page 1.

Book Report of the Defense Science Board Task Force on Basic Research

Download or read book Report of the Defense Science Board Task Force on Basic Research written by United States. Defense Science Board. Task Force on Basic Research and published by . This book was released on 2012 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) funds long-term basic research in a wide variety of scientific and engineering fields with a goal of exploiting new knowledge to enhance-and where possible, transform-future capabilities. DOD-funded research is known for high-risk endeavors that have led to paradigm shifts in the nation's technical capabilities. In many cases, DOD was the first to seed new research performed by many of the world's leading scientists and engineers at universities, federal laboratories, and private industry. The Defense Science Board (DSB) was charged in August 2010 to validate the quality of the DOD basic research program and to provide advice on long-term basic research planning and strategies for the Department of Defense.
