Wireless communications, radar, EW, and intelligence systems all depend on access to this limited resource. Until recently, DoD has had little difficulty meeting its spectrum needs; however, its ability is lessening as competing military and commercial demands for spectrum access grow rapidly. DoD's mastery at managing its spectrum, both within the Department and at national and international levels, is weakening due to changes in geopolitics, the perceived reduced primacy of defense needs, and increasing pressure for spectrum access by economically important new Radio Frequency (RF) systems. The Communications Act of 1934 established the framework for dealing with spectrum allocation in the United States; it has changed little since. Yet new digital and RF technologies have made possible system concepts unimaginable even 20 years ago. Demands for spectrum reassignments are arising, driven by new communications applications, economic forces, and political pressures. Additionally, international spectrum allocations, essential considerations in Outside of the continental U.S. (OCONUS) deployment of U.S. forces, differ substantially from U.S. assignments. These important changes are not well understood by DoD's leadership. Further, lack of an overall national spectrum policy mechanism imperils consistent management of this critical commodity and the U.S. position in international spectrum governing bodies. Bad allocation choices can be difficult, if not impossible, to reverse.

Book excerpt: In the terms of reference, the Under Secretary of Defense for Acquisition, Technology, and Logistics directed the task force "to conduct a comprehensive study of the ends and means of precision compellence, or the nuanced use of force, in concert with coalition partners, to achieve political, economic and moral change in countries affecting US interests." Real-world events have since underscored the need for such a study; indeed, the U.S. military applied key elements of a measured, nuanced approach in both the Afghanistan and Iraq campaigns. We are pleased to note this evolution in operations and a parallel evolution in the thinking of the combatant commands and Services. Because of this evolution, it is no longer as necessary as it once was to sell the fundamental objectives of what we term here the discriminate use of force (DUF). The notion of using military force in discriminate fashion goes back at least to the teachings of Sun Tzu. In the past, however, the military tools available to political and military leaders rarely supported such an approach. As recent events have shown, this situation is changing. New precision and non-lethal weapons and emerging capabilities such as information dominance now enable the discriminate use of force. These emerging capabilities exist within a political context that requires the use of discriminate force. Moreover, destructive power alone is not sufficient to reach many U.S. goals, and it must be properly applied. Efficiency is one motivation. More significant is the need for discriminate use, particularly when multiple strategic and operational objectives are in tension.

Transformation efforts within DoD today involve an inevitable tension between dealing with today's problems and preparing for tomorrow's. But an even more formidable tension exists between alternative views of tomorrow's challenges and between competing approaches to address them. Transformation is about defining and implementing a vision of the future different from the one embedded, if only implicitly, in DoD's current plans and programs. Such a transformation requires powerful, high-level support to survive in today's resource-competitive environment.

Book excerpt: The 1994 Defense Science Board (DSB) Summer Study on Military Operations in Built-up Areas (MOBA) was asked to assess DoD's current capabilities to conduct military operations (including peacemaking and peacekeeping) in urban terrain. The Board focused on operations other than war (OOTW) in an urban environment OOTW can include periods of intense, localized combat. Many of the requirements and proposed solutions for OOTW are relevant to war in cities. The solutions are also relevant in low intensity conflict and in operations that provide humanitarian aid, where minimization of casualties is especially important. The guidance in the Terms of Reference (TOR, see Appendix A) requested that the Board examine: * The potential for U.S. involvement in MOBA * The characteristics of urban operations * Shortcomings in current capability and operational needs (especially regarding survivability, sensors, platforms, navigation, and communication) * Innovative solutions leading to a recommended focus for future efforts. Addressed, were operations that might involve combat, not solely deterrence, psychological operations (PSYOPS), or other noncombat forms of conflict resolution. The study examined: improvements to sensors; weapons (lethal and nonlethal); command, control, communications, and intelligence (C3I) systems; and doctrine. It also focused on solutions to issues that could be accomplished in a relatively short time, and that do not require beginning major new programs.

Book excerpt: The Defense Science Board Task Force was formed to address questions related to the development of X-band, active electronically steered arrays (AESAs) for airborne platforms. Areas focused on were advanced radar capabilities for ground targets and air targets. The airborne radar inventory can be divided into three broad categories: (1) Air target surveillance and cueing radars mounted in rotodomes (e.g., AWACS, E-2O). (2) Nose-mounted fighter radars for air and ground targets (e.g., F-i 5, F-i 6, F-22, JSF). (3) Side-looking radars for ground reconnaissance, surveillance, and cueing (e.g., U-2, JSTARS, Global Hawk). Categories (2) and (3) are dominated by X-band radars; the insertion of AESA technology into category (3) was the primary subject for this task force.
