The World Development Report 2005 argues that improving the investment climates of their societies should be a top priority for governments. What can governments do to improve their investment climates, and how can they go about tackling such a broad agenda? What role might selective interventions and international arrangements play in improving the investment climate? What can the international community do to help developing countries improve the investment climates of their societies? In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Bank's new program of Investment Climate Surveys, the Bank's Doing Business Project, and World Development Indicators 2004-an appendix of economic and social data for over 200 countries. Book excerpt: Following several years of testing and evaluation, the American Community Survey (ACS) was launched in 2005 as a replacement for the census "long form," used to collect detailed social, economic, and housing data from a sample of the U.S. population as part of the decennial census. During the first year of the ACS implementation, the Census Bureau collected data only from households. In 2006 a sample of group quarters (GQs)-such as correctional facilities, nursing homes, and college dorms-was added to more closely mirror the design of the census long-form sample. The design of the ACS relies on monthly samples that are cumulated to produce multiyear estimates based on 1, 3, and 5 years of data. The data published by the Census Bureau for a geographic area depend on the area's size. The multiyear averaging approach enables the Census Bureau to produce estimates that are intended to be robust enough to release for small areas, such as the smallest governmental units and census block groups. However, the sparseness of the GQ representation in the monthly samples affects the quality of the estimates in many small areas that have large GQ populations relative to the total population. The Census Bureau asked the National Research Council to review and evaluate the statistical methods used for measuring the GQ population. This book presents recommendations addressing improvements in the sample design, sample allocation, weighting, and estimation procedures to assist the Census Bureau's work in the very near term, while further research is conducted to address the underlying question of the relative importance and costs of the GQ data collection in the context of the overall ACS design.

Book excerpt: In the early 1990s, the Census Bureau proposed a program of continuous measurement as a possible alternative to the gathering of detailed social, economic, and housing data from a sample of the U.S. population as part of the decennial census. The American Community Survey (ACS) became a reality in 2005, and has included group quarters (GQ)-such places as correctional facilities for adults, student housing, nursing facilities, inpatient hospice facilities, and military barracks-since 2006, primarily to more closely replicate the design and data products of the census long-form sample. The decision to include group quarters in the ACS enables the Census Bureau to provide a comprehensive benchmark of the total U.S. population (not just those living in households). However, the fact that the ACS must rely on a sample of what is a small and very diverse population, combined with limited funding available for survey operations, makes the ACS GQ sampling, data collection, weighting, and estimation procedures more complex and the estimates more susceptible to problems stemming from these limitations. The concerns are magnified in small areas, particularly in terms of detrimental effects on the total population estimates produced for small areas. Small Populations, Large Effects provides an in-depth review of the statistical methodology for measuring the GQ population in the ACS. This report addresses difficulties associated with measuring the GQ population and the rationale for including GQs in the ACS. Considering user needs for ACS data and of operational feasibility and compatibility with the treatment of the household population in the ACS, the report recommends alternatives to the survey design and other methodological features that can make the ACS more useful for users of small-area data.

While most neighbouring states have gone through violent conflicts, Tanzania has managed to implement extensive reforms without armed political conflicts, Hence, Tanzania is an interesting case for Peace and Development research. This dissertation analyses the political development in Tanzania since the introduction of the multiparty system in 1992, with a focus on the challenges for the democratisation process in connection with the 2000 and 2005 elections. The question of to what extent Tanzania had moved towards a consolidation of democracy, is analysed by looking at nine different institutions of importance for democratisation grouped in four spheres: the state, the political, civil and economic society. Focus is on the development of the political society, and the role of the opposition in particular. The analysis is based on secondary and primary material collected between September 2000 to April 2010. The main conclusion is that even if the institutions of liberal democracy have gradually developed, in practice single-party rule has continued, manifested in the 2005 election when the CCM won 92% of seats. Despite impressive economic growth, poverty remains deep and has not been substantially reduced. On a theoretical level this brings the old debate between liberal and substantive democracy back to the fore. Neither the economic nor the political reforms have brought about a transformation of the political and economic system resulting in the poor majority gaining substantially more political influence and improved economic conditions. Hence, it is argued that the interface between the economic, political and administrative reforms has not been sufficiently considered in the liberal democratic tradition. Liberal democracy is necessary for a democratic development, but not sufficient for democracy to be consolidated. For that a substantive democratic development is necessary.

Book excerpt: Given the lack of adequate universal social welfare for those unable to find jobs in the salaried formal sector, the livelihoods and well-being of most poor people depends heavily on their asset base. This includes their ability to access and accumulate assets, obtain decent returns from these assets, and use their asset base to manage risks. 'Assets, Livelihoods, and Social Policy' discusses the diverse strategies adopted by people in different contexts to accumulate assets through migration, housing investments, natural resources management, and informal businesses. An asset-based social policy can strengthen asset accumulation strategies as well as help the poor overcome the constraints of unfavorable institutional environments. To a considerable extent, asset accumulation strategies depend on the agency exercised by people themselves through individual or collective action. At the same time, the status of policies and institutions can enable or hinder these strategies and affect livelihood outcomes. In synthesis, the case studies lead to the differentiation among three different types of policies: - policies that affect outcomes by directly influencing access to assets by the poor such as land, housing, natural resources, or credit. - policies and public investments that change the nature of returns on assets such as investments in rural roads, agricultural inputs, and market development. - policies that transform the value of assets held by the poor by virtue of administrative decisions that increase or reduce value such as re-classification of land from arable or pasture to protected lands, land use regulations affecting resource use, or modification in regulations governing labor rights or migration. The chapters, originally commissioned to re-examine major gaps in knowledge and development practice ten years after the Copenhagen Summit on Social Development, are authored by leading scholars from economics, anthropology, sociology, geography, and development studies. This book is part of a new series, New Frontiers in Social Policy, which examines issues and approaches to extend the boundaries of social policy beyond conventional social services toward policies and institutions that improve equality of opportunity and social justice in developing countries.
