One of the issues the book contemplates is why Caribbean countries accept the imposition of observation within the context of sovereignty. The case of Guyana and other Anglophone Caribbean states shows the costs of not having observers have been multidimensional and have eclipsed concerns of respecting state sovereignty.

Today, Kenyans are arguing over many of the issues that divided them 50 years ago. The new constitution promulgated in 2010 provides an opportunity for national renewal, but it must confront a heavy legacy of history. This book reveals that history.

The bodies that manage and conduct elections are, therefore, coming under intense citizen and stakeholder scrutiny for the manner in which they are composed, how they organise and perform their mandates, and the outcomes they achieve. The effectiveness of electoral management bodies (EMBs) has largely been influenced by the impact of political violence on election management reforms in East Africa. Even in countries where EMBs are the products of reforms initiated in the aftermath of violent disputes over elections, they still face enormous challenges in dealing with electoral disputes and anticipating election-related crises. Although changes to constitutions and the laws in these countries have sought to make EMBs independent and, therefore, more inclined to deliver free, fair and credible elections, there are many issues that determine their impartiality and their ability to allow for the aggregation and free expression of the will of the people. These shortcomings negatively impact on democracy. This volume assembles case studies on the capacity of EMBs in these five East African countries to deliver democratic and transparent elections.

Book excerpt: Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. It highlights the ways in which international sponsorship can contribute to authoritarian practices is three significant ways: by increasing the likelihood that authoritarian regimes will pursue 'authoritarian practices' (such as coups, repression or election fraud), by contributing to the implementation of those practices, and finally by shielding autocratic actors from international punishment after such practices are pursued. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995- 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961-1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. Co-published with the Nordic Africa Institute and the Sokoine University of Agriculture, the contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. he book is dedicated to the youth of Tanzania.
