Book excerpt: Excerpt from Report of the Committee on Charles River Dam: Appointed Under Resolves of 1901, Chapter 105; To Consider the Advisability and Feasibility of Building a Dam Across the Charles River at or Near Craigie Bridge A dam with surface and drawbridge at grade' 22, Boston base, will result in frequent interruption of street traffic over the dam, owing to the necessity of opening the draw for all vessels requiring more than 12 feet head room. On this account, with a view to less frequent obstruction of the highway, the chief engineer of the committee recommends a high dam, with a surface and drawbridge at grade Boston base, which would allow the passage of tugs and mastless vessels without opening the draw. Studies for such a dam, both of solid masonry and with a steel viaduct, have been prepared, though it is probable that the former is pref crable, as the cost of maintenance of a steel structure would offset the decreased expense of construction. These later studies have resulted in some modification of the figures given on pages 12, 31 and 32 of the report of this committee. The Charles River Basin Commission has the honor to make the following report of its proceedings for the fiscal year ending Nov. 30, 1909. As required by law, the Commission filed, on Jan. 5, 1910, the statement printed herewith of its expenditures and receipts, together with an abstract of its doings. This will be the last report of the Commission for a full year. An additional and final statement will be made of the Commissions doings for the seven months of the current year ending June 30, 1910. As provided in the original Charles River Basin Act and in chapter 524 of the Acts of 1909, the care and control of the Charles River Basin will pass to the Metropolitan Park Commission on July 1, 1910, when this Commission will cease to exist. Realization of a Popular Demand. The location of the main Basin is in the region known as the Back Bay of Boston, but lest any one, because of this fact, erroneously assume that the water park which the Charles River Dam creates is merely a Back Bay improvement, the Commission deems it wise to give something more than a formal statement concerning the project. From residents of the Back Bay came practically the only opposition which was encountered by the seven thousand petitioners who endorsed the project in 1901.
