This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. By the 2013 Heads of State summit, 13 countries had signed and 12 countries had ratified the SADC Gender Protocol. The Protocol is now in force. With two years to go, time is ticking to 2015, when governments need to have achieved 28 targets for the attainment of gender equality. In keeping with the Alliance slogan: "Yes we must", this 2013 Barometer provides a wealth of updated data against which progress will be measured by all those who cherish democracy in the region. The SADC Gender and Development Index (SGDI), introduced in 2011, complements the Citizen Score Card (CSC) that has been running for five years to benchmark progress.

Using Singapore as a case study, Social Policy in an Ageing Society explores what might happen in a dynamic and prosperous society when falling births, longer life expectancy and rising expectations put disproportionate pressure on scarce resources that have alternative uses. David Reisman investigates the challenges facing Singapore, where a rapidly rising median age and the growing pressure of the elderly upon medical attention are threatening to disrupt the economic and even the political status quo. The dependency of the old upon the young is becoming a financial and an emotional burden. Health care is swelling in quantity and price. Voluntary and compulsory savings are being used up. New demands for pensions and subsidies are challenging the national ideology of family network and self-reliance. Despite a wealth of prospective problems, the author argues that viable solutions can be found. Discretionary savings can increase. Reverse mortgages can monetise owner-occupied property. In homes like Epuni and Kingslea, Kohitere and Allendale, the state took over as parent. The state failed. Within institutions, children faced abysmal conditions, limited education and social isolation. They endured physical, sexual and psychological violence, as well as secure cells, knock-out sedatives and electro-convulsive therapy. This book tells the story of 105 New Zealanders who experienced this mass institutionalisation. Informed by thousands of pages of Child Welfare accounts, letters, health reports, legal statements as well as interviews, Stanley tells the children's story: growing up in homes characterized by violence and neglect; removal into the State's ‘care' network; daily life in the institutions; violence and punishment; and the legacy of this treatment for victims today. The state masqueraded as a good parent, but its violence and negligence made things worse for children. This book is a moving account of the experiences of those placed into state care, and a powerful call for redress and change.
