This was expiessly required to be done by the lst of February, 1852, unde1 the terms of the contract with Bangs Brother dz Co, and would have been done, unquestionably, had they complied with those terms, in furnishing the money to meet the esti mates. H aving failed to do so, it was not accomplished until during the month last past, when, by the same 'terms, the jobs at the three points mentioned were to have been, and should have been, not mere ly'passable for boats, at all times, but entirely completed.
