Book excerpt: Excerpt from Annual Report of the Commissioner of Indian Affairs to the Secretary of the Interior: For the Fiscal Year Ended June 30, 1902 Cutting ofl' Rations. - In previous reports some space was given to the discussion of the Indian's progress and the difficulties to be over come on his way to civilization. It was pointed out that among the obstacles to his self-support the first and perhaps the principal one was the then prevailing ration system, which was justly condemned as encouraging idleness with its attendant vices and as foreign in its results to the very purpose for which it was designed. At the same time, while an evil, it was admitted to be a necessary evil, to be endured only while the Indian was learning the art of self-support, or at least put in a way where, by the exercise of ordinary industry, he could support himself. The continuance, however, of the practice of the indiscriminate issue of rations to all alike, without regard to their worldly condition, was earnestly opposed, and it was laid down as a correct rule of action that only the old and helpless should be sup ported, while the able-bodied, if not already self-supporting, should be given the opportunity to work and should then be required to take care of themselves. Faith without works is dead. Realizing this the office set to work to show by its acts the sincerity of its belief. The superintendents in each State have been given copies of the state laws on the sale of liquor to the Indians in order that they may more intelligently work on local cases. It is gratifying to find in a few cases that the Indians themselves have circulated petitions addressed to the home city or town councils asking that saloon licenses be revoked and the places closed. An act was passed by Congress during the year, amending the act of May 29, 1908 for the sale and disposition of a part of the Standing Rock and Cheyenne River reservations and provided that for a period of twenty-five years the lands allotted, retained and reserved, as well as the surplus lands sold, etc., Shall be subject to all the laws of the United States prohibiting the introduction of intoxicants into the Indian country. Book excerpt: Excerpt from Report of the Commissioner of Indian Affairs to the Secretary of the Interior: For the Fiscal Year Ended June 30, 1909 Sir: I have the honor to transmit herewith the seventy-eighth annual report of the Office of Indian Affairs, covering the period July 1, 1908, to June 30, 1909. The resignation of my predecessor, Hon. Francis E. Leupp, took effect on the 18th day of June, 1909. On the 19th day of June I took the oath of office as commissioner. As the administration of the service thus changed hands in the last month of the fiscal year, the events recorded in this report fall almost entirely within Mr. Leupp's term. I have tried, therefore, to make the record largely a simple statement of fact, uncolored by my own views. For whatever there may be here in the way of indications of future work I alone am responsible. As to the lines of policy which the bureau will follow, I prefer to let the coming year speak for itself; but here I would record the debt which I feel I owe to Commissioner Leupp in his having turned over to me a service to which he has contributed undying qualities through his love of truth, his fearlessness in working for the end as he saw it, his unbounded energy in handling details, and his intense personal loyalty both to the office staff and to the field force. These qualities in him have quickened the service in a way which will contribute daily to the success any successor might achieve. The Indian Service is primarily educational. It is a great outdoor-indoor school, with the emphasis on the outdoor. The students in this school are 300,000 individuals, ranging in age from babes at the breast to the old men and women of the tribes, and with a range of characteristics which is indicated by no one fact perhaps better than that these 300,000 individuals speak about 250 fairly distinct dialects. The plant which composes the physical properties of this school consists of an area of land nearly twice the size of the State of New York, or larger than the State of Missouri, scattered through 26 States, in areas ranging from a few hundred acres to some as large as the smaller States of the Union.
