This book was released on 1967-12-15 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: The subjects inquired into by Canadian federal royal commissions have ranged over such a wide field that the reports and special studies prepared by the 400 commissions since Confederation have become an essential part of any research in Canadian studies. In many cases the special studies which are always prepared by the best experts available stand as the most important works ever to appear on a given subject. For example, the studies used by the Royal Commission on Dominion-Provincial Relations (1937-1940) are still used as required reading in both graduate and undergraduate university courses almost thirty years later. In the author's work as Government Documents Librarian, he witnesses the daily use of royal commission material. The importance attached to royal commission documents and the considerable difficulty in locating many of the earlier reports let Henderson to undertake the compilation of this checklist four years ago.

Download or read book The Canadian Public Service written by John E. Hodgetts and published by University of Toronto Press. This book was released on 1973-12-15 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian Public Service is now so large that it employs over ten per cent of Canada's labour force, and among its many boards, commissions, and corporations there is a constant juggling of conventional departmental portfolios in an effort to keep pace with changing public priorities. As these bureaucracies penetrate our lives more and more, there is increasing need for a study which describes and explains them. This book is the first to offer the necessary clarification. It says nothing about public servants themselves; rather it focuses on the physiognomy and physiology of the structures in which they work and through which programmes are allocated, work distributed, and policy decisions made for all of Canada. It also examines the way in which environmental forces have helped to shape our so-called administrative culture, as well as the monumental difficulties that are involved in co-ordinating the administration of this vast country, three-quarters of whose public service concerns are located outside the capital. It concludes that all of our public organizations, the public service has proven the most responsive to the forces of change, but that it has been so caught up in structural and managerial adaptation that its capacity to concern itself with substantive policy issues has been subverted.

Book The Administrative Factor

Download or read book The Administrative Factor written by Bernard Schaffer and published by Routledge. This book was released on 2019-06-04 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1973, the chapters in this volume tackle a wide range of problems arising from this process of modernization. The first section looks at the discussion of ideas and theories about administration in the nineteenth century, when some organizational ideology became firmly-rooted and went unquestioned for many years. These chapters also examine the inevitable questions of reform and major reorganization which later arose in the United States, Britain and elsewhere. The second section moves on from the theory and practice of administrative structures to some consideration of practical problems within organizations, problems of personnel and administrative method. Management questions of staff conditions and careers and job differentiation are examined, and the Fulton report on reform in such areas is discussed. The final group of chapters looks at a variety of substantive issues such as defence and civil-military relations, the advent of independence from colonial government, development policies and development administration. Two major themes emerge. One concerns the extent to which administrative organizations are instruments to be used or institutions which exercise an almost autonomous control over our lives; to what extent is public policy translated into real terms by the institutions concerned? The second theme is concerned with the impact of institution on people, both in terms of broad policy and programmes and in practical, day-to-day communication across the counter between rank-and-file bureaucrat and the ordinary citizen.
